About this opportunity

The Washington State Parks and Recreation Commission is soliciting quotes under RFQ 527-471 for fabrication of galvanized steel cross bracing and associated fasteners for pier repairs at Illahee and Pleasant Harbor State Parks, with a virtual prebid conference on November 24, 2026 and responses due December 15, 2026. A mandatory small or veteran-owned business set-aside applies to contracts under $150,000: award goes to the lowest responsive and responsible bid from a certified Washington small business or certified veteran-owned business unless no such business qualifies. Bidders must be registered to do business in Washington State with a Universal Business Identifier number.

The scope covers 36 sets of steel clamp collars in various diameters, 18 sets of cross brace rods with turnbuckles, clevis pins, and cotter pins, and 36 sets of bolts, nuts, and washers, delivered to the Washington State Parks Marine Crew facility in Oak Harbor, Washington. Exhibit A specifies clamp assemblies, plates, and flanges for nine bent locations across the two parks. Fabrication must conform to the 2024 International Building Code, AISC 360-22, AWS D1.1 and D1.6 welding standards, and WSDOT 2026 Standard Specifications, with hot-dip galvanizing applied after fabrication. Subcontractors require diverse business inclusion plans if used.

Historical annual sales for similar contracts were approximately $70,000, and State Parks makes no guarantee of minimum purchases. The term runs through June 30, 2027, with optional extensions of up to three additional years contingent on funding availability. Pricing must include all cost elements.

Evaluation allocates up to 60 points to price, evaluated on a pro rata basis, up to 20 points to experience and expertise, and up to 20 points to references. An optional five percent preference applies to PCB-free products and packaging certified within the previous 365 days through EPA testing. A minimum score of 60 points is required for responsiveness.

Prebid RSVPs are due November 20, 2026, and the virtual prebid runs from 10:30 to 11:00 a.m. Pacific Time on November 24. Questions are accepted from October 29 through November 30, with responses posted on the Washington Electronic Business Solutions (WEBS) system by December 7. Bids are due by 1:00 p.m. Pacific Time on December 15, 2026, submitted by email to BidBox@parks.wa.gov.
