Quarterly security OS updates, quarterly SCADA application updates to latest minor versions, and annual major version upgrades are required, with quarterly reporting on all software and firmware versions.

The contract term is five years with an option to renew for five additional one-year terms. The total appropriations request is $2,686,210, comprising design ($270,000), equipment ($2,100,000), system upgrades ($237,000), labor ($78,210), and miscellaneous costs ($1,000), with recurring yearly operations and maintenance costs of $15,000. Pricing must be submitted on a lump-sum basis for design, hardware, and software installation, plus annual software updates and license fees for years one through four; monthly invoices are paid net 30. Contractors must obtain employee badges at $44 per badge initially, with penalties for lost badges. Proposals must include a 5% proposal bond; selected contractors must provide 100% payment and performance bonds. Questions are due June 22, 2026 at 11:59 p.m., with answers posted by June 25, 2026. Anticipated board approval is July 27, 2026, with contract implementation beginning August 14, 2026. The contractor must maintain professional liability ($1,000,000 minimum), commercial general liability ($2,000,000–$10,000,000), workers' compensation, and automobile liability insurance with KCAB named as additional insured.
