Vendor Contingency:
Continue to use the Honeywell Control system with outdated boards and run the risk of failure. Failure of these boards would result in losing the ability to control and monitor the glycol conveyance assets (Diversion valves for deice pads, glycol pump stations, and remotely operating gates at the detention basins) until outdated parts can procured. We buy additional tags with existing SCADA program for DHL expansion, which will be temporary until a new system is installed or we use a new
SCADA program as test run to determine effectiveness.

Current Situation/Background Information
The stormwater management system uses two Supervisory Control and Data Acquisition (SCADA) systems to control and monitor various valves, pumpstations, tank levels, and the stormwater treatment plant. The glycol conveyance system SCADA utilizes Honeywell Enterprise Buildings Integrator and the stormwater conveyance system uses VTSCADA as the SCADA software platforms. These assets are responsible for capturing, conveying, storing and treating spent aircraft deicing fluid (SADF).
The Honeywell Enterprise Buildings Integrator system is outdated and better suited for building management. DHL is currently expanding their ramp. Their expansion includes additional pumpstations and a deice pads. These assets will require SCADA integration for controlling and monitoring these assets. The existing VTSCADA software system is at tag licensing capacity.
Project Definition
Project Scope:
(1) Replace the existing legacy Honeywell control system for the glycol conveyance system to Programmable Logix Controllers (PLC) platform to match the existing stormwater conveyance SCADA system.
(2) Integrate the new control system for SADF conveyance from DHL ramp expansion.
(3) Replace the stormwater treatment plant existing SCADA software platform to address licensing limitations. Integrate the new PLCs, the new control system for the expansion of DHL ramp, and the existing stormwater conveyance system into one SCADA Software platform. The existing stormwater conveyance SCADA system will remain unchanged as it was upgraded in 2018.

Risk if Not Funded: If existing Honeywell panels need to be replaced, the cost and lead time for delivery of replacements could be significant due to the age of the system. Failure of these boards would result in losing the ability to control and monitor the glycol conveyance assets (Diversion valves for deice pads, glycol pump stations, and remotely operating gates at the detention basins). As the DHL ramp expansion progresses, the related assets would not be added to the current system, resulting in improper monitoring and processing of spent aircraft deicing fluid (SADF).
