About this opportunity
The City of Ocala Electric Utility is soliciting proposals for a comprehensive Supervisory Control and Data Acquisition (SCADA) Solution through Letter of Interest #ELE/241091, targeting a turn-key system replacement for their current infrastructure. The procurement seeks a vendor with a minimum of five years of experience implementing SCADA solutions for governmental agencies, electric companies, or utility service providers, with specific requirements to integrate with existing systems including Milsoft's Interactive Voice Response (IVR) and Outage Management System (OMS). Proposers must attend a mandatory pre-proposal conference on Tuesday, June 11, 2025, at 9:00 A.M. EST at Ocala Electric Utilities, with failure to attend and sign-in resulting in automatic proposal rejection. The proposal submission deadline is June 27, 2025, at 2:00 p.m. EST, with all submissions required through the City of Ocala's e-procurement portal. Evaluation criteria will prioritize technical compliance, vendor experience, qualifications, and overall value, potentially including oral presentations and interviews with top-ranked proposers. The desired solution must be compatible with existing remote terminal units (RTUs) and real-time automation controllers, and provide comprehensive software maintenance, upgrades, licenses, warranties, and ongoing support.
No specific set-aside designations or restrictions for disadvantaged enterprises were explicitly mentioned in the procurement documents. The current infrastructure uses Milsoft's IVR & OMS solution, which the new SCADA system must integrate with seamlessly. The City of Ocala serves a population of 65,478 residents across approximately 44 square miles, indicating a mid-sized municipal utility project. While specific budget ranges were not directly stated, the pricing exhibit includes detailed cost categories for system software, hardware, RTU replacement, implementation services, and five years of annual support and maintenance. The proposal allows for pricing of additional post-implementation system management support, with options for 40 hours of support in years 3 and 5, and includes various labor rates for on-site, remote, and emergency services during regular business hours. The comprehensive nature of the solicitation suggests a potentially significant investment in modernizing the city's electric utility control and monitoring infrastructure.
