About this opportunity

The Maryland Department of Public Safety and Correctional Services (DPSCS) is requesting proposals for comprehensive Substance Use Disorder Treatment Services across 13 DOC facilities statewide, with proposals due November 12, 2026 at 2:00 PM. A mandatory site visit is scheduled for October 16, 2026 from 9:30 AM to 12:00 PM at Maryland Correctional Institution for Women and Jessup Correctional Institution, with questions due October 23, 2026 at 2:00 PM. This solicitation carries significant set-aside and qualification gates: an 8% MBE/DBE subcontract participation goal and a 1% VSBE participation goal, plus a mandatory three-year minimum experience requirement in comparable SUD counseling and treatment services.

The scope encompasses SUD screening and assessments, Medication for Opioid Use Disorder (MOUD) counseling, ASAM Level 2.1 Intensive Outpatient Treatment Programs (IOP), and related clinical and reentry services. At contract commencement, the contractor must staff at minimum 35 MOUD counselors, 13 IOP counselors, 8 screening and assessment counselors, and multiple clinical supervisors and program clinical directors holding CPC-AD, LCADC, LCPC, or LCSW-C credentials. All staff must clear criminal background checks and complete Department-provided 40-hour pre-service training. Clinical, administrative, and data security compliance standards align with COMAR regulations, Maryland Department of Health/Behavioral Health Administration standards, and NCCHC or CARF accreditation guidelines. Contractors must maintain electronic patient health records within 48 hours of service delivery and implement NIST cybersecurity framework controls including encryption, multi-factor authentication, network isolation, and 24-hour data breach notification.

The contract is structured as a single indefinite-quantity contract with fixed unit prices: a three-year and three-month base period (beginning April 1, 2027) plus two optional two-year renewal periods (FY31–FY32 and FY33–FY34). Pricing must include an administrative fee and hourly rates for six staffing categories. Contractors are subject to a Tier 2 Living Wage requirement (Maryland counties outside Montgomery, Prince George's, Howard, Anne Arundel, Baltimore Counties, and Baltimore City); contract price does not adjust for wage increases, with violations resulting in $20 per day liquidated damages per underpaid employee. A 1% electronic transaction fee applies to all invoiced amounts. Performance liquidated damages range from $25 to $1,000 per occurrence for screening delays, inadequate counseling, missed treatment plan reviews, staffing deficiencies, and administrative non-compliance. Monthly staffing compliance below 85% triggers service credit deductions of 2% plus corrective action plan requirements; consecutive deficiencies may result in payment withholding or contract termination.
