About this opportunity

The Maryland Department of Public Safety and Correctional Services is soliciting bids under KE-000-210-001 (IQC) to replace cell door panels at Housing Units 1-5 at the Maryland Correctional Training Facility in Hagerstown, with bids due December 8, 2026. The procurement carries an MBE participation goal with subgoals. Bidders must commit to meeting or exceeding the overall goal and all subgoals, or request a waiver after demonstrating good-faith outreach. The subgoals cover African American-Owned, Hispanic American-Owned, Asian American-Owned, and Women-Owned MBE firms. Firms must hold certification from the Office of Minority Business Enterprise within the Department of Social and Economic Mobility, verified through the Maryland MBE Directory. The Attachment D-1A affidavit and participation schedule must accompany the bid. Credit is limited by work type: suppliers and wholesalers count 60 percent, manufacturers and furnish-and-install providers count 100 percent, and brokers count reasonable fees and commissions only. MBE primes self-performing work may credit up to 50 percent of the overall goal. Deficiencies carry a three-business-day cure period before a bid is deemed non-responsive.

The Attachment O Payment of Employee Healthcare Expenses Certification applies to bidders and subcontractors. Each must select one of three options: aggregate employee healthcare expenses of at least 5 percent of aggregate social security wages, payment of at least 50 percent of the premium for a credible health plan, or an exemption for firms with 30 or fewer employees. False certification carries civil penalties of $2,500 to $25,000 per violation.

The work replaces toggle-switch cell release panels and intercom systems with touchscreen display control panels integrated with programmable logic controllers and audio digital communication controllers. The work is phased by tier across Housing Units 1-5. Deliverables include design specifications, display graphics, instruction manuals with onsite training, wiring schematics, work schedules, two years of maintenance and software upgrades, and spare parts. Training aids, including a spare Dell workstation and software package, are priced only within the Housing Unit 1 cost. Work must comply with ASME, OSHA, NEC, NFPA, IBC, and ADA standards. Contractors must complete a mandatory pre-bid site visit and a mandatory pre-construction meeting. Every worker must pass a security background check, and work is limited to 7:00 a.m. to 3:00 p.m., Monday through Friday. The contractor must also provide a two-year warranty, with defects corrected within three working days.

Performance runs 365 days from notice to proceed, with liquidated damages of $1,000 per day for delay. The project is subject to prevailing wage Determination Number 67325, with minimum rates from $21.00 to $58.81 per hour and certified payroll due within 14 calendar days of each pay period. Late payroll carries liquidated damages of $10.00 per calendar day. Apprentices must be registered with the Maryland Apprenticeship and Training Council, at a maximum ratio of one apprentice per journeyperson. Bidders must submit a bid bond with a principal and surety, and the State holds bids for 90 days.
