About this file

This document is an Appendix of Abbreviations and Definitions for a Request for Proposals (RFP) issued by the Maryland Department of Public Safety and Correctional Services (DPSCS), Solicitation #BPM05529, effective July 2024, for Substance Use Disorder Treatment Services within DOC facilities statewide. The RFP seeks contractors to provide comprehensive SUD treatment services including screening and assessments, Medication for Opioid Use Disorder (MOUD) counseling, ASAM Level 2.1 Intensive Outpatient Treatment Programs (IOP), and related clinical and re-entry services to the pre-trial population detained or supervised by the Division of Pretrial Detention and Services (DPDS) across Maryland correctional facilities. The appendix establishes standardized terminology and definitions for all parties involved in the procurement process, ensuring consistent understanding of clinical requirements, staffing credentials, data handling protocols, and contract administration functions throughout the RFP and subsequent contract performance.

The document defines key clinical and operational terms essential to contract execution, including specifications for treatment modalities such as ASAM Level 2.1 IOP services, required staff credentials (LCADC, CPC-AD, CSC-AD, BHT/BHTA), and individualized treatment planning requirements. Critical definitions address data security and privacy protections, including Personal Information (PI), Protected Health Information (PHI), Sensitive Data, and Data Breach protocols in compliance with Maryland state law. Administrative definitions clarify the roles of the Procurement Officer, Contract Monitor, and Contractor Personnel, as well as contract management concepts such as Notice to Proceed (NTP), Liquidated Damages, and Problem Escalation Procedures. The appendix also identifies eligibility considerations for Minority Business Enterprise (MBE) and Veteran-owned Small Business Enterprise (VSBE) certifications, establishing the framework for evaluating bids and ensuring compliance with state contracting requirements.
