About this opportunity

The Texas Health and Human Services Commission (HHSC), procuring on behalf of the Department of Family and Protective Services (DFPS), is requesting bids for a commercial off-the-shelf Moodle Workplace SaaS platform supporting up to 15,000 active users under IFB HHS0017870, with responses due September 23, 2026, at 10:30 a.m. Central Time and questions due by September 16, 2026.

The scope includes an annual Moodle Workplace license, up to 50 hours of Core LMS upgrade implementation services, Tier-3 standard support with named help-desk seats, and a Premium Mobile App with basic branding, analytics integration, unlimited push notifications, and offline courses. DFPS currently operates an on-premises Moodle Core LMS and seeks to transition to cloud-based SaaS deployment to automate training assignments, improve compliance tracking, and streamline certification processes. Services will be delivered remotely to DFPS Regions 1–11. All pricing must be firm and fixed in US dollars via the required Exhibit E pricing sheet, with pricing adjustments thereafter available only at DFPS's sole discretion using the Bureau of Labor Statistics CPI index; contractors must immediately implement any price decreases available during the contract term.

The initial contract term runs October 1, 2026, through September 30, 2027, with two optional one-year renewal periods available through September 30, 2029, and potential extension for up to one additional year at DFPS's discretion. No guaranteed quantities are specified. DFPS reserves the right to award multiple contracts to one or more respondents.

Respondents must submit a minimum of three business references demonstrating similar services delivered within the last two years; failure to submit required references may result in disqualification. Evaluation criteria include cost, experience and performance record, and capabilities. A historical evaluation determined no subcontracting opportunities exist; however, if respondents determine a need to subcontract, they must notify HHSC within five business days of posting and submit a complete HUB Subcontracting Plan. Responses must be submitted via email to pcsbids@hhs.texas.gov, through the HHS Online Bid Room, or by hand/overnight delivery on a single USB drive in Microsoft Office formats with signed documents in PDF format; faxed responses are not accepted. Contact purchaser: Melissa Ramos, (512) 231-5761, Melissa.Ramos@hhs.texas.gov.
