About this file
This is an exhibit document prepared by the Texas Department of Family and Protective Services (DFPS) for the STS-Moodle Workplace COTS SaaS state and local contract opportunity. The document outlines requirements for a software-as-a-service (SaaS) solution to support workplace learning and training needs across the state. The project involves implementing a Learning Management System (LMS) platform based on Moodle technology to provide training capabilities for state employees and potentially other authorized users. The scope encompasses system configuration, customization, hosting, maintenance, and ongoing technical support to ensure continuous operation and user access to training materials and courses.
The contract structure includes pricing terms based on user licenses and usage metrics, with specific cost breakdowns for implementation, annual licensing, and support services. Pricing considerations account for scalability to accommodate varying numbers of concurrent users and organizational growth. The funding source is identified as Texas state appropriations dedicated to employee development and training initiatives. Technical requirements emphasize security compliance, data protection standards, system reliability with specified uptime guarantees, and integration capabilities with existing state systems. The solution must demonstrate compatibility with current state infrastructure while providing modern cloud-based delivery to reduce IT operational burden and capital expenditures associated with on-premises LMS infrastructure.
