About this opportunity
Stokes County, located in North Carolina, is seeking bids for a comprehensive renovation and expansion project for the Stokes County Animal Shelter located at 1075 Dodgetown Road in Walnut Cove. The procurement involves constructing a new facility with approximately 3,442 square feet of new building space, renovating 3,860 square feet of existing structure, and adding 800 square feet of outside kennels. Project specifications include creating new administrative offices, entry areas, dog and cat kennel spaces, delivery and service areas, animal intake zones, laundry facilities, food preparation areas, and cold storage. A mandatory pre-bid site visit is scheduled for December 17, 2025, at 10:00 AM, with sealed bids due by 2:00 PM on January 14, 2026, at the Stokes County Governmental Center. Bidders must be properly licensed under North Carolina General Statutes Section 87 and must provide a 5% Bid Bond and 100% Performance and Labor and Material Payment Bonds. The project requires complete renovation of plumbing, mechanical, and electrical systems, with an optional generator installation, and includes site improvements such as grading, new parking, entry and service drives, perimeter fencing, and a 16-foot controlled sliding gate.
The county explicitly encourages minority and women-owned business enterprises to submit bids and requires contractors to demonstrate good faith efforts toward diverse participation. Bidders must comply with E-Verify requirements and will be evaluated without discrimination based on race, religion, color, creed, national origin, sex, age, or handicapped condition. No bid may be withdrawn for 60 days following the closing time, and the Board of Commissioners reserves the right to reject any or all bids and waive informalities. Electronic bid documents are available by emailing Peter H. Freeman, AIA, with responses typically delivered within 48 hours. While a specific budget range is not disclosed, the comprehensive nature of the renovation and new construction suggests a substantial municipal infrastructure investment. Potential respondents should be prepared to submit detailed documentation demonstrating technical capability, financial stability, and commitment to the project's specific requirements.
