About this opportunity
New York State Department of Labor is soliciting sealed bids under Invitation for Bids Z-142 for the Statewide Workforce Lifecycle Tracking System for Infrastructure Projects (NY Builds), with bids due December 9, 2026, at 3:00 p.m. ET. Bidders must be New York State certified Service-Disabled Veteran-Owned Businesses at bid submission and must be authorized, or actively pursuing authorization, as resellers of Eightfold AI Inc. software or an "or equivalent" product, which NYSDOL alone determines must be interchangeable without modification or customization.
The scope is implementing and maintaining a system that tracks workforce need, availability, and placement across the full life of major infrastructure builds, starting with a single pilot project. The system must connect employers, New York State, and job seekers (union, community, and local) to the training pipeline. Proposed products must hold FedRAMP Moderate authorization, use an AI-native architecture, host all data within the continental United States, and support NY.GOV single sign-on. Mandatory eligibility also requires trained professional service providers meeting specified technical qualifications, documented interviews and reference checks for all proposed team members, the ability to adjust team size to workload and funding, and signed letters of agreement from all subcontractors. The State may waive mandatory requirements that all bidders cannot meet unless deemed material.
Participation goals are 30 percent MWBE overall (15 percent minority-owned and 15 percent women-owned) and 6 percent SDVOB, with utilization plans documenting good faith efforts to meet them.
Cost proposals require all-inclusive, fixed flat-rate pricing across five contract periods covering subscriptions, implementation and post go-live professional services, and travel. Bidders omitting any pricing face disqualification. The contract is an estimated-quantity agreement with no guaranteed minimum purchases, runs five years, and includes an optional extension of up to twelve months at NYSDOL's discretion. Award goes to the lowest responsive and responsible bidder meeting all mandatory eligibility requirements, with anticipated award notification January 29, 2027, and an anticipated contract start of March 31, 2027. Bids must be mailed in three separately sealed parts (Technical, Cost, and Administrative) to the Harriman State Office Campus in Albany, New York.

NYSDOL is issuing this Invitation for Bids (IFB) to seek Bids from responsive and responsible Bidders who are authorized to resell or are actively in the process of becoming an authorized reseller of Eightfold AI Inc. (Eightfold) or an equivalent software products and services. The products and services obtained through this IFB will be used for the implementation and maintenance of NYS Builds - a statewide workforce lifecycle tracking system for infrastructure projects. The system will be designed to manage the entire arc of major infrastructure builds, starting with a single pilot project. For purposes of this IFB, "or equivalent" is defined as meaning any other software product or service which, in the sole opinion of NYSDOL, is equal in performance, form, function, utility, quality, and design in such a way that the software product or service is directly interchangeable with the referenced Eightfold product or service being compared to, without modification or customization. The resulting contract will provide the necessary products and services to address the challenge that no existing system currently tracks workforce need, availability, and placement over the full life of projects of this size or connects that need to the training pipeline years before the need arises. The core premise is to bring employers, NYS, and job seekers (union, community & local etc.) into one shared view of labor demand and supply, rather than tracking each in separate systems. NY Builds is envisioned as a holistic talent management solution to proactively manage the workforce for NYS's major infrastructure projects, ensuring a skilled labor force is available when needed and providing a clear path for job seekers from initial application through continuous development. NYSDOL will purchase items off the contract resulting from this IFB on an as-needed basis. The quantities within the financial proposal are estimates and do not represent a guarantee of any particular level of purchases. The Contract resulting from this IFB shall be an estimated quantity Contract. No specific quantities are represented or guaranteed, and the NYS provides no guarantee of utilization. The Contractor must furnish all quantities actually ordered at or below the Contract prices. The actual value of the resultant Contract is indeterminate and will depend upon the utilization of the resulting Contract. Business enterprises awarded an identical or substantially similar procurement contract within the past five years: None Service-Disabled Veteran-Owned Business (SDVOB) This opportunity is reserved for SDVOBs only. SDVOB Goal: 100.00% Minority / Women Business Enterprise contracting goals (MWBE) MBE Goal: 15.00% WBE Goal: 15.00% Disadvantaged Business Enterprise contracting goals (DBE) DBE Goal: 0.00%
