About this opportunity

The California Department of Technology is conducting a pre-solicitation process on behalf of the State Water Resources Control Board for the Water Technical Access Portal (WaterTAP) project, a critical data management initiative designed to enhance compliance evaluations for public water systems statewide. The procurement seeks a Software-as-a-Service (SaaS) solution that will intake documentation, certifications, compliance forms, and data from public water systems, with key objectives including identifying potential compliance issues, supporting staff through compliance evaluations, facilitating document generation and recordkeeping, and enabling data-driven decision-making. The project requires implementation of a secure technical portal with software licensing, maintenance, and optional post-implementation services. Vendors are invited to provide feedback on draft solicitation documents between May 9 and May 23, 2025, with comments due by noon Pacific Time. The pre-solicitation process involves reviewing documents such as the Statement of Work, Functional and Non-functional Requirements, Deliverables and Milestones Table, and Cost Workbook, with vendors expected to submit structured feedback using a provided Excel template.

While the pre-solicitation documents do not explicitly outline set-aside designations or vendor restrictions, the procurement appears to be an open competitive process accessible to technology vendors specializing in data management and compliance tracking systems. No incumbent vendors are specifically mentioned, though the State Water Resources Control Board will require integration with existing water system compliance infrastructure. The solicitation does not disclose a specific budget range or anticipated contract value, but given the complexity of developing a statewide water system compliance portal, it is likely to represent a significant investment. Two procurement contacts, Nichole Gutierrez and Kerry Jones from the California Department of Technology, are available to answer vendor inquiries. The state emphasizes that participation in the pre-solicitation process is voluntary and does not guarantee inclusion in future solicitation stages, with vendors bearing their own costs for response preparation.
