About this file

This document is a Pre-Solicitation Notice from the California Department of Technology (CDT) for the State Water Resources Control Board's (SWRCB) Water Technical Assistance Portal (WaterTAP) project. The pre-solicitation, dated May 9, 2025, invites interested vendors to review draft solicitation documents and provide feedback by May 23, 2025 at noon Pacific Time. The project involves developing a technical access portal, with draft documents including a Statement of Work, Functional and Non-functional Requirements, Deliverables and Milestones Table, Cost Workbook, and Data Volumes. Interested vendors are encouraged to submit comments on requirements, potential cost implications, areas of ambiguity, implementation approaches, and key success factors.

The document emphasizes that submission of feedback is not mandatory for future solicitation participation, and the state makes no commitment to incorporate suggested changes. Vendors must use an attached MS Excel template for submitting feedback, which requires details such as vendor name, contact information, specific document references, recommendations, and rationales. The pre-solicitation is purely informational and does not constitute a formal solicitation, with vendors being solely responsible for their own response expenses. Two procurement officers from CDT are listed as contacts: Nichole Gutierrez and Kerry Jones, providing their email addresses and telephone numbers for potential inquiries.
