The scope requires furnishing all labor, materials, equipment, permits, and supervision to install Clear Armor Bullet Resistant Laminate (or County-approved equivalent) meeting UL 752 certification, UL2A bullet resistance rating, and ANSI Z97.1 safety glazing standards. Material specifications include minimum break strength of 1500 psi, tensile strength of at least 28,500 psi, and peel strength of at least 8 psi. Attached test reports document UL 752 ballistic performance across multiple protection levels (Level 1 through Level 9) and forced-entry resistance per ASTM F3561-25, as well as VOC emissions compliance under CDPH/EHLB standards recognized by USGBC LEED and The WELL Building Standard.

Contractors must be qualified under Palm Beach County's Annual Contract for Minor Construction Services, with qualification applications due at least 10 days prior to the bid deadline. Upon award notification, the successful bidder must provide signed work orders, bonds, and certificates of insurance within 14 calendar days or face forfeiture of bid security, contract cancellation, and potential debarment. Questions are due in writing at least seven calendar days prior to bid due date to FDO-CID-Bids@pbc.gov.
