About this opportunity

The City of Boise Arts and History Department is seeking a qualified firm to collaborate with a city-selected artist for a vinyl window treatment project at the Valley Regional Transit (VRT) Main Street Station. The procurement, identified as SRFP 18-289, requires the selected contractor to perform comprehensive tasks including measuring windows, creating digital templates, supporting the artist in adapting artwork to a digital format, preparing digital files, printing vinyl, and installing artwork on interior windows. The project's key deliverables include a three-color, single-layer cut vinyl treatment that covers all interior windows except ticket, conference room, and police substation windows. Proposals were due on June 6, 2018, at 1:00 PM local time, with a pre-bid meeting held on May 31, 2018. The evaluation criteria involves a 500-point scoring system: 200 points for Specific Qualifications, 200 points for Cost, and 100 points for References. Contractors must demonstrate experience in working with artists, high-resolution art reproduction, vinyl printing, and installation. The project timeline requires all work and invoicing to be completed by September 15, 2018, with installation performed after bus operational hours, primarily late evenings and Sundays.

The solicitation encourages proposals from Disadvantaged Business Enterprises (DBE), specifically highlighting opportunities for women-owned and minority-owned firms. Proposers must be prepared to provide proof of insurance, including workers' compensation and liability coverage, and comply with non-discrimination requirements. The City reserves the right to award the contract to one or multiple proposers and may reject any or all proposals. While no specific budget range was explicitly stated, the project involves a comprehensive art installation process that would likely require significant technical expertise and artistic collaboration. The vinyl treatment is expected to have a minimum durability of 10 years and is part of a broader public art initiative by the City of Boise and Capitol City Development Corporation aimed at enhancing the transit station's interior and creating a cohesive visual experience consistent with other transit shelters in the city. Contractors will be required to work closely with the city-selected artist to ensure the artwork is accurately reproduced and installed according to the specified design requirements.
