About this opportunity

The City of Austin, Texas is soliciting bids under Invitation for Bid 6200 BYS1062 for span wire hardware and communications equipment supporting traffic signal infrastructure citywide, with bids due November 17, 2026. Two optional preference programs apply. The Small Business Preference grants full preference to certified small business primes and partial preference to non-small business offerors that use certified small business subcontractors, if those subcontracting values meet or exceed 5 percent of the total contract amount. The Local Business Preference applies to firms with headquarters in the Austin-Round Rock-San Marcos area of Bastrop, Caldwell, Hays, Travis, and Williamson counties and does not apply to federally funded solicitations. Participation in either program is not required to respond. The City has assigned no MBE/WBE subcontracting goals, though it encourages use of certified small business subcontractors.

Category 1 covers 78 line items, and Category 2 covers additional products priced by a maximum percentage markup over cost. Products include cable management panels, fiber optic cables and adapters, cable suspension bolts, conduit, patch cords, and associated hardware. Estimated annual quantities range from 2 units of certain cable management panels to 3,750 units of square nuts and guy wire strand. Pricing must be all-inclusive, with no separate charges for shipping, overhead, or administrative fees. Delivery is FOB destination, prepaid, by common carrier to the Austin area. A minimum one-year warranty from acceptance applies to all items. Offerors must complete the pricing sheet without alteration, since blank lines or "no bid" entries may disqualify the bid, and a zero bid denotes a no-charge item.

Offerors must provide a certificate of insurance before contract execution, including at least $500,000 per occurrence commercial general liability and $500,000 combined single limit business auto coverage, from insurers rated A.M. Best B+VII or better. Other required certifications include an employer wage theft certification with training completed within 30 days of award, a non-discrimination certification whose omission produces a nonresponsive determination, and a Texas nonresident bidder declaration disclosing any out-of-state manufactured equipment. Offerors must also submit at least three references for similar work completed within the last five years.

The City may award a single contract or multiple awards based on overall low cost, individual line items, categories, or any combination it deems advantageous. Procurement Specialist Brenita Wilkison is the point of contact.
