About this file

This is a Local Business Preference submittal form for the City of Austin, applicable to solicitation IFB_6200_BYS1062. The form outlines the City of Austin's Local Business Preference Procurement Program, which is an optional program designed to encourage local business participation in City solicitations. Participation in the program and completion of the form are not required to respond to the solicitation. The City defines a Local Business as any person or corporate entity with headquarters located within the Local Area, specifically defined as the Austin-Round Rock-San Marcos Metropolitan Statistical Area, encompassing all areas within Bastrop, Caldwell, Hays, Travis, and Williamson counties, collectively referred to as "Greater Austin." Headquarters is defined as either the location where owners or leadership provide direction and management of the entity or the location of the entity's Administrative Center where most important business and operational activities are managed.

Offerors who meet the local business criteria are encouraged to complete and submit this form with their offer. The City may request additional information to confirm an offeror's headquarters location using resources such as the Federal Financial Institutions Examination Council geomap and the Texas Comptroller of Public Accounts website. The form requires offerors to certify their physical headquarters address and identify which functions are provided at that location, including either the location of owners or leadership or the location of the entity's Administrative Center. The City reserves the right to withhold any available preference if it determines an offeror's headquarters information is incorrect. If the error is determined to be intentional, the City may disqualify the offeror as non-responsible; if misrepresentation is discovered after contract award, the City may void the contract. The program does not apply to solicitations subject to federal funding.
