About this file

This is a Small Business Preference submittal form for the City of Austin's procurement program. The document outlines the City of Austin's Small Business Preference Procurement Program, which encourages small business participation in City solicitations. Offerors may voluntarily identify themselves as recognized Small Businesses to receive procurement incentives. Small Business Primes—businesses that are themselves certified as small businesses—may receive full preference, while Small Business Subs—larger firms utilizing one or more certified small business subcontractors—may receive partial preference if combined small business subcontracting values meet or exceed 5 percent of the total contract amount. The City recognizes small businesses as entities holding certifications that comply with the U.S. Small Business Administration's Small Business Size Standards, and the program recognizes multiple specific certifications as outlined on the City's website.

The form includes misrepresentation provisions stating that the City may withhold preference if certification information is found to be inaccurate and may disqualify offerors or void contracts if intentional misrepresentation is discovered. Offerors must complete the certification section of the form, selecting whether they are a small business prime or a non-small business utilizing small business subcontractors and providing relevant certification details including the certifying entity name, certification number, and expiration date. Participation in the Small Business Preference Program and completion of the form are optional and not required for offerors to respond to the solicitation.
