About this opportunity
The Illinois State Toll Highway Authority is soliciting quotations for door locks, hardware, and accessories under RFQ 26-1335R, with responses due October 27, 2026. The procurement carries a brand-name-only specification approved July 17, 2026, based on compatibility with existing ISTHA facility equipment; approved manufacturers include Best, Sargent, Von Duprin, Folger Adams, Hes/Assa Abloy, LCN, Norton, Husky, Rixon, Schlage, Ilco, American, Lyon, Alsteel, Penco, Tennseco, Aurora, Telkey, MMK, HPC, Fort CCI, and American Padlock.
The scope encompasses door cylinders, locks, keys, exit devices, electronic strikes, door closures, panic bars, and related hardware for ISTHA tollway facilities throughout Illinois. Vendors must furnish and deliver items and maintain inventory levels adequate to support operations over the contract term. The contract runs for three years with potential renewal subject to appropriations and performance satisfaction.
All vendors must comply with the Standard Illinois Certifications (Version 26.2), which impose 34 distinct requirements covering vendor financial fitness, criminal history disqualifications, anti-corruption provisions, employment practices, procurement integrity, product standards (including U.S. steel manufacturing, forced labor prohibitions, and lead poisoning compliance), tax obligations, and environmental protection standards. For this multi-year contract, vendors must provide annual recertifications by January 1 of each fiscal year following the initial year, disclosing any changes affecting eligibility under Article 50 of the Illinois Procurement Code. False certifications trigger contract voidance, suspension, debarment, denial of payment, and civil or criminal penalties.
The State of Illinois Standard Terms and Conditions require vendors to carry General Commercial Liability of $1 million per occurrence and $2 million annual aggregate, Auto Liability of $1 million, and Workers' Compensation as required by law. Contracts of $1,000 or more are subject to a $15 Minority Contractor Initiative fee deducted from the first payment. The contract may be terminated for convenience with thirty days' notice or immediately for cause.
