About this opportunity

The City of Pembroke Pines, located in Broward County, Florida, is soliciting competitive bids (Invitation for Bid #TS-26-02) for a three-year Sophos Central MDR (Managed Detection and Response Complete) license renewal to support the City's Charter Schools. The procurement requires qualified vendors to provide next-generation endpoint protection software with 24/7 threat hunting and response capabilities, specifically for 2,300 user licenses and 50 server licenses. The Sophos Central MDR solution will deliver managed detection and response services including proactive threat hunting, threat validation and scope determination, incident severity assessment, and remote threat disruption, containment, and neutralization performed by a dedicated team of threat hunting and response experts. Vendors must submit questions by May 4, 2026, with sealed bids due at 2:00 p.m. on May 19, 2026, at the City Clerk's Office, with bid opening scheduled for 2:30 p.m. the same day with virtual participation available via Cisco Webex. Pricing must be provided for three options: a one-year term, a three-year lump sum payment, and a three-year term with equal annual payments (the City's preferred structure), with all pricing fully inclusive of costs and firm for the contract duration. The contract requires comprehensive insurance coverage including general liability ($1,000,000 per occurrence, $2,000,000 general aggregate), workers' compensation, auto liability, professional liability, and cyber liability ($1,000,000 per loss), and vendors must comply with Florida statutes regarding public entity crime, E-Verify employment verification, and Jessica Lunsford Act background screening for personnel accessing charter school grounds.

The City will not award preference to local or small business vendors for this solicitation, and no proposal security, payment bonds, or performance bonds are required. No pre-bid meeting is scheduled, and no third-party financing or installment agreements are permitted; all payments will be made directly to the awarded vendor. No incumbent vendor or existing contractor is identified in the solicitation documents. The estimated annual project cost is $130,000, which suggests a potential three-year total contract value of approximately $390,000, though the actual award will depend on vendor pricing responses and the City's selection of the preferred equal annual payments structure. The contract term is fixed at three years with no renewal options, and all work product, documentation, and services will be performed in accordance with the terms and conditions specified in the City's solicitation package and applicable specimen service agreements.
