About this opportunity

The City of Fort Myers is issuing a Notice of Intent to Award a sole-source contract for transmission service, parts, repairs, and service for Allison Transmissions under Florida State Statute 287.057(3)(c), with alternative suppliers invited to submit qualifications by September 7, 2026 at 4:00 p.m. ET. This is not a formal solicitation; responses will be used solely to determine whether to proceed with competitive procurement. The sole-source justification is that using any supplier other than Allison Transmission will void the manufacturer warranty.

Allison Transmission has been identified as the exclusive source. Interested vendors believing they can provide equivalent products or services must submit product information, statements of qualifications, and capabilities through the vendor questionnaire (Question #2) to Kirk Zimmerman, Senior Procurement Specialist, at kzimmerman@fortmyers.gov within the fifteen-calendar-day posting period. The notice was posted August 20, 2026 and remains active through September 4, 2026, though the submission deadline is September 7, 2026.

The procurement covers transmission service, parts, repairs, and maintenance work to preserve manufacturer warranty requirements on Allison Transmission equipment. No estimated contract value, contract term, or scope detail beyond transmission components and service is specified in the notice. Denise Finn serves as Procurement Manager.

Vendors pursuing this opportunity should recognize that the warrant-voiding constraint presents a steep competitive burden; challenging the sole-source designation will require demonstrating functionally equivalent service that preserves (or does not require) the original manufacturer warranty.
