About this opportunity

The City of Austin, Texas is soliciting bids for delivery of a 38% sodium bisulfite solution in 330-gallon intermediate bulk containers (totes) on an as-needed basis to Austin Water Waste Treatment Plants under IFB 2200 BYS1051REBID, with bids due June 9, 2026 at 2:00 p.m. Central Time and questions due by May 5, 2026 at 5:00 p.m. Central Time. A 5% local-business evaluation discount applies to bids up to $500,000 and a 3% discount to bids between $500,000 and $50 million; these discounts apply for evaluation purposes only and do not affect the resulting contract price.

Bidders must demonstrate capacity to deliver sodium bisulfite meeting ASTM D1287 compliance standards with a primary distribution terminal within 500 miles of Austin and an alternate distribution terminal, both with dedicated storage volume. Current National Sanitation Foundation (NSF) approval documentation for the manufacturer or trucking company is required, along with a valid Federal Department of Transportation (USDOT) number. Bidders must provide three current references from municipal wastewater treatment facilities within Texas currently utilizing the bidder's product.

The contract serves as redundant backup to reduce residual chlorine in treated effluent before discharge into the Colorado River. Walnut Creek WWTP averages 7,425 gallons daily consumption and maintains a 15-day on-site supply. The City reserves the right to award contracts to both primary and secondary vendors to ensure supply continuity during emergencies. Contractor personnel requiring facility access must obtain security badges and complete background checks at least 30 days in advance.

Unit pricing is fixed for the initial twelve months; price adjustments after the contract anniversary are limited to the percentage change in the Producer Price Index for other basic inorganic chemical manufacturing. Payment terms are 30 calendar days from invoice receipt or delivery, whichever is later, with all delivery costs included on an F.O.B. destination basis. The City may extend the contract at its sole discretion upon written notice if the contractor is not notified 30 days before expiration of non-renewal intent. No M/WBE subcontracting goals apply, though subcontractors require prior City approval. Addendum No. 1 (May 22, 2026) clarifies delivery scheduling to Walnut Creek WWTP.
