The procuring jurisdiction is Orange County, California, with the contract governed by the County of Orange's standard terms and conditions. The County seeks a qualified vendor to provide comprehensive archival services for social media records across the Orange County Sheriff's Department's platforms, including Facebook, Twitter, and Instagram. The scope of work requires the contractor to archive up to 15,000 new social media records per month across unlimited social media accounts for twelve-month periods over a three-year contract term (2026/2027, 2027/2028, and 2028/2029). Deliverables include a standard archival services account with specific technical capabilities, including an Application Program Interface (API) for direct data retrieval, live-streaming functionality to capture real-time records and retain edited and deleted posts, search and export capabilities, and customer and technical support during normal business hours (8:00 a.m. to 4:00 p.m. PST, Monday through Friday). The contractor must also provide initial remote training to the Public Affairs and Community Engagement Division. Bids must be submitted electronically through the County's eProcurement Portal by April 3, 2026, at 4:00 p.m., with the contract to be awarded to the lowest responsive, responsible bidder based on firm pricing. The County of Orange has implemented a Local Small Business (OCLSB) preference policy and a Disabled Veteran Business Enterprise (DVBE) preference policy, both effective as of January 1, 2020 and 2021, respectively, offering certified bidders a five percent (5%) deduction applied to their original bid price for evaluation purposes, with a maximum allowable preference deduction of $100,000. Certified OCLSB or DVBE bidders must maintain their principal place of operations within Orange County and provide proof of state certification. The contractor must comply with federal grant funding provisions and applicable federal regulations and is prohibited from receiving price increases during the first contract term. The contractor must guarantee that quoted prices are equal to or less than those offered to other local, state, or federal government entities for equal or lesser scope services. Comprehensive insurance coverage is required, including Commercial General Liability ($1,000,000 per occurrence), Automobile Liability ($1,000,000 combined single limit), Workers' Compensation (statutory), Employers Liability Insurance ($1,000,000), and Technology Errors & Omissions ($1,000,000 per claim).
