About this opportunity
Jordan School District (JSD), the fourth-largest school district in Utah serving approximately 55,819 students across six communities, is soliciting proposals for a comprehensive K-12 Social Emotional Wellness (SEW) Curriculum and related services through a Request for Proposals issued May 21, 2026, with a proposal deadline of June 17, 2026, at 3:00 p.m. MDT. The procurement seeks an evidence-based, culturally responsive curriculum that includes instructional resources, teacher-facing digital platform access, professional learning, implementation support, technical assistance, and ongoing customer support for grades kindergarten through 12. The selected vendor must provide multilingual resources in at least English and Spanish, support implementation across hybrid and fully virtual online learning environments, comply with Utah HB 273 (Classroom Technology Amendments), and demonstrate alignment with JSD's Portrait of a Graduate and Strategic Plan. The curriculum must be developmentally appropriate for JSD's diverse student population, including 6,462 multilingual students and 1,231 Newcomers. The resulting contract will consist of a single five-year term with pricing guaranteed for two years from the contract effective date, with pricing submitted on a required Cost Proposal Form evaluated against a purchasing scenario of seven schools totaling 8,342 students. Proposals are due both electronically via U3P Bonfire and in hard copy format, with the deadline for questions set for June 10, 2026, at 3:00 p.m. MDT. Evaluation occurs in three stages: Stage 1 assesses responsiveness and compliance with mandatory minimum requirements; Stage 2 evaluates technical proposals on 850 points across four categories (Curriculum Foundations, Materials and Accessibility, Training and Support, and Offeror Experience) with a minimum score requirement of 680 points (80%); and Stage 3 scores cost proposals on 150 points based on the lowest Grand Total All-Inclusive Cost.
The RFP contains no identified set-asides or restrictions limiting responses to specific organization types, such as disadvantaged enterprises or minority-owned businesses. No incumbent vendors or current contractors are identified in the solicitation documents. All vendors must comply with standard Jordan School District terms and conditions and execute multiple required compliance documents, including a Claim of Business Confidentiality Form, Declaration of Debarment or Suspension, Student Data Privacy Agreement (NDPA Version 2.1), Public Contract Boycott Restriction Statement, and URS Post-Retired Verification Form. Vendors must also provide demo access to both student and teacher experiences and materials for public review in compliance with Utah Code 53G-4-402. The procurement does not specify a total contract value or budget range; however, pricing will be evaluated comprehensively based on all-inclusive costs for implementation across the district's schools. Insurance requirements include Worker's Compensation, General Liability of $2,000,000, Automobile Liability of $1,000,000, and Umbrella coverage of $5,000,000 when work is performed on JSD premises. Jordan School District Board of Education approval is required before final contract execution, and the district reserves the right to reject any proposals or not award a contract.
