Summary of RFP Document: Social Emotional Wellness Curriculum Grades K-12
This Request for Proposals (RFP) document is issued by Jordan School District (JSD), the fourth-largest school district in Utah serving approximately 55,819 students across elementary, middle, and high schools in the communities of Bluffdale, Copperton, Herriman, Riverton, South Jordan, and West Jordan. JSD seeks a comprehensive K-12 Social Emotional Wellness (SEW) curriculum and related services, including instructional resources, teacher-facing digital platform access, professional learning, implementation support, technical assistance, and ongoing customer support. The curriculum must be evidence-based, developmentally appropriate, culturally responsive to JSD's diverse student population (including 6,462 multilingual students and 1,231 Newcomers), and aligned with the district's Portrait of a Graduate and Strategic Plan. The proposed solution must support teacher-led instruction compliant with Utah HB 273 (Classroom Technology Amendments), provide multilingual resources in at least English and Spanish, and support implementation across multiple learning environments including hybrid and fully virtual online settings. The deadline for questions is Wednesday, June 10, 2026, at 3:00 p.m. MDT, and proposals are due on Wednesday, June 17, 2026, at 3:00 p.m. MDT. Proposals must be submitted both electronically via U3P Bonfire and in hard copy format. JSD anticipates issuing a Notice of Intent to Award following technical and cost evaluation, with final approval by the Jordan School District Board of Education required before contract execution. The resulting contract will consist of a single five-year term, with all pricing guaranteed for two years from the contract effective date.
Pricing must be submitted on the required Cost Proposal Form in the exact format specified, with evaluation based on the Grand Total All-Inclusive Cost for a purchasing scenario of seven schools and 8,342 students provided for comparison purposes only. JSD reserves the right to reject any proposals or not award a contract. Proposals will be evaluated in three stages: Stage 1 determines responsiveness based on compliance with mandatory minimum requirements (including submission of the Claim of Business Confidentiality Form, Declaration of Debarment or Suspension, Student Data Privacy Agreement, online platform access credentials, and Utah Code 53G-4-402 Requirements form); Stage 2 evaluates technical proposals on 850 points across four categories—SEW Curriculum Foundations, Alignment, and Instructional Design (370 points), SEW Curriculum Materials, Accessibility, and Family Support (285 points), SEW Curriculum Training, Implementation Support, and Ongoing Services (125 points), and Offeror Experience and Organizational Capacity (70 points)—with a minimum technical score requirement of 680 points (80%) to advance; and Stage 3 evaluates cost proposals on 150 points based on the lowest responsive Grand Total All-Inclusive Cost formula. During the first contract year (2026-2027), adoption is anticipated to occur at the individual school level based on instructional priorities and available funding, with potential expansion to mandatory participation in future years. Pricing must include a two-year price guarantee, with subsequent adjustments requiring 30 days' notice. JSD will give immediate benefit to any decrease in market or allowable discount. No set asides, incumbent information, or specific funding sources are identified in the RFP.

REQUEST FOR PROPOSALS
Social Emotional Wellness Curriculum Grades K-12
SOLICITATION # 27BV02P5
Jordan School District (“JSD” or “District”) has determined that a Request for Proposals (RFP) is the appropriate procurement method to obtain the best value for JSD. This RFP is designed to provide interested Offerors with sufficient information to prepare and submit proposals. It is not intended to limit proposal content or exclude any relevant or essential data. Offerors are encouraged to expand upon the specifications to demonstrate their service capabilities.
This RFP is issued in accordance with the Utah Procurement Code, Utah Code Annotated (UCA) Title 63G, Chapter 6a, and applicable rules contained in the Utah Administrative Code (UAR). In the event of a conflict between this RFP and applicable law, the UCA and UAR shall govern.
OVERVIEW AND INSTRUCTIONS
PURPOSE OF REQUEST FOR PROPOSALS (RFP)
JSD is seeking proposals from qualified Offerors to provide a comprehensive K–12 Social Emotional Wellness (SEW) curriculum and related services. The proposed solution must include instructional resources, teacher-facing digital platform access, professional learning, implementation support, technical assistance, and ongoing customer support.
JSD seeks an evidence-based and developmentally appropriate SEW curriculum designed to support student wellness, positive school climate, emotional regulation, positive behavior, relationship skills, responsible decision-making, academic success, and future readiness. The proposed curriculum should align with the Jordan School District Portrait of a Graduate, the District’s Strategic Plan, and recognized SEW frameworks and best practices.
The proposed curriculum should support JSD’s diverse student population, including multilingual students and Newcomers, and provide culturally responsive, inclusive, and accessible instructional materials and family-facing resources. The curriculum should also support school-wide implementation, Multi-Tiered Systems of Support (MTSS), counselor and student support resources, and data-informed instructional and student support decision-making.
The proposed curriculum should support developmentally appropriate, teacher-led instruction, balanced technology use, and meaningful non-screen or print-based instructional options in accordance with Utah HB 273, Classroom Technology Amendments, and JSD educational priorities. The curriculum should also be flexible enough to support multiple learning environments, including hybrid and fully virtual JSD online school settings, where applicable.
During the first contract year, which is anticipated to be the 2026–2027 school year, adoption of any resulting SEW curriculum program is expected to occur at the individual school level based on instructional priorities, student needs, staffing capacity, and available funding. Participation may expand or become mandatory for some or all schools or grade levels in future contract years, including as early as the 2027–2028 school year, based on District needs, funding, implementation outcomes, and District decision-making.

ISSUING OFFICE AND RFP SOLICITATION NUMBER
JSD is the conducting procurement unit for this RFP and any subsequent addenda. The reference number for this RFP is Solicitation #27BV02P5 and must be included on all proposals, correspondence, and documentation related to this solicitation.
QUESTION AND ANSWER PERIOD
All questions MUST be submitted through Utah Public Procurement Place Bonfire (U3P Bonfire) at https://utah.bonfirehub.com during the designated time for questions (Q&A period) listed on U3P Bonfire. Questions submitted through any other channel will not be answered. Questions may be answered in the order that they are submitted or may be compiled into one document and answered via an addendum after the Q&A period has ended.
Answers disseminated by JSD through U3P Bonfire shall serve as the official and binding position of JSD and will constitute an addendum to this RFP. Answered questions or addenda may modify the specifications or requirements of this RFP. Offerors are strongly encouraged to periodically check U3P Bonfire for answered questions and addenda before the closing date. It is the responsibility of the Offeror to submit their proposal as required by this RFP, including any requirements contained in answered questions and addenda. Proposals that do not conform to requirements contained in answered questions or addenda may be considered nonresponsive.
Notification to JSD of any issues, such as ambiguity, inconsistency, excessively restrictive requirements, or errors in this solicitation, MUST be submitted as a question through U3P Bonfire during the Q&A period. Issues with the solicitation that have not been previously addressed within the Q&A period are not allowed to be addressed within the proposal submittal; doing so may result in the Offeror’s proposal being considered nonresponsive.
ADDENDA
Any modification to this RFP will be made by an addendum issued by JSD. Offerors are strongly encouraged to periodically check U3P Bonfire for posted questions, answers, and addenda. Information disseminated by JSD through U3P Bonfire via the Q&A process or Public Notice shall serve as the official and binding position of JSD and will constitute an addendum to this RFP. An addendum to this RFP may be made for the purpose of making changes to: the scope of work, the schedule, the qualification requirements, the criteria, the weighting, or other requirements of this RFP. Proposals that do not conform to requirements contained in answered questions or addenda may be considered nonresponsive.
After the due date and time (deadline) for submitting a proposal to this RFP, at the discretion of JSD, addenda to this RFP may be limited to the Offerors that have submitted proposals, provided that, in the opinion of JSD, the addenda do not make a substantial change to this RFP that likely would have impacted the number of Offerors responding to the original publication of this RFP.
Any response to this RFP which has as its basis any communications or information received from sources other than this RFP document or related addenda may be considered nonresponsive and may be rejected at the sole discretion of JSD.
RESTRICTIONS ON COMMUNICATIONS
From the issue date of this RFP until an Offeror is awarded a contract and the award is published, Offerors are prohibited from communications regarding this RFP with the RFP evaluation committee members, JSD Board of Education members, JSD employees, or other associated individuals EXCEPT the JSD Buyer(s) overseeing this RFP. Failure to comply with this requirement may result in disqualification.
CONTRACT AWARD INTENT
It is anticipated that this RFP may result in a single contract award.
LENGTH OF CONTRACT
The contract resulting from this RFP shall consist of a single five (5) year term.
PRICE GUARANTEE PERIOD
All pricing must be guaranteed for two (2) years from the contract effective date.
Following the guarantee period, any request for price adjustment must be for an equal guarantee period, and requests for price adjustment must be made at least thirty (30) days before the contract renewal period.
Requests for price adjustment must include sufficient documentation supporting the request that demonstrates a logical mathematical link between the current price and the proposed price. If price adjustments can be linked to a specific index, please list the index.
Any adjustment or amendment to the contract will not be effective unless approved by the JSD Purchasing Director. JSD will be given the immediate benefit of any decrease in the market or allowable discount.
DISCUSSIONS (FOR CLARIFICATION PURPOSES ONLY)
Discussions for clarification purposes only may be conducted with the Offerors that submit proposals determined to be reasonably susceptible of being selected for award, but proposals may be accepted without discussions.
PRESENTATIONS
No presentations will be required for this RFP.
STANDARD CONTRACT TERMS AND CONDITIONS, EXCEPTIONS, AND NEGOTIATIONS
Any contract resulting from this RFP will include, but not be limited to, the JSD Standard Terms and Conditions (see Attachment A).
Exceptions and/or additions to the JSD Standard Terms and Conditions are strongly discouraged. However, Offerors requesting exceptions and/or additions to the JSD Standard Terms and Conditions must submit their request(s) with the proposal, per UAR R33-107-104(1). Exceptions and/or additions submitted after the deadline for receipt of proposals will not be considered, except under very specific circumstances as per UAR R33-107-104(2). Offerors may submit questions regarding the Standard Terms and Conditions during the Q&A period.
Offerors may not submit requests for exceptions and/or additions by reference to an Offeror’s website or URL, per UAR R33-107-104(3). URLs provided with a proposal may result in that proposal being rejected as nonresponsive.
Per UAR R33-107-104(4), JSD may refuse to negotiate exceptions and/or additions that are determined to be excessive; that are inconsistent with similar contracts; to warranties, insurance, or indemnification provisions that are necessary to protect JSD after consultation with the Utah Attorney General’s Office or other applicable legal counsel; where the solicitation specifically prohibits exceptions and/or additions; or that are not in the best interest of JSD.
If negotiations are required, Offeror must provide all documents in Microsoft Word format for redline editing. Offeror must also provide the name, contact information, and access to the person(s) who will be directly involved in legal negotiations. Any mandatorily required acceptance of an Offeror’s terms and conditions may result in the proposal being determined to be nonresponsive.
In a multiple award situation, JSD reserves the right to negotiate exceptions and/or additions to terms and conditions in a manner resulting in expeditious resolutions. This process may include beginning negotiations with the Offeror having the least number of exceptions and/or additions and concluding with the Offeror submitting the greatest number of exceptions and/or additions. Contracts may be executed and become effective as negotiations are completed.
An award resulting from this RFP is subject to successful contract terms and conditions negotiation (if required). JSD, at its sole discretion, will determine when contract terms and conditions negotiations become unproductive and will result in termination of award to that Offeror, at which point JSD may move to the next eligible Offeror.
PROTECTED INFORMATION
The Government Records Access and Management Act (GRAMA), UCA 63G-2-305, provides in part that:
the following records are protected if properly classified by a governmental entity:
(1) trade secrets as defined in Section 13-24-2 [Uniform Trade Secrets Act] if the person submitting the trade secret has provided the governmental entity with the information specified in Section 63G-2-309 [Confidentiality Claims];
(2) commercial information or nonindividual financial information obtained from a person if:
(a) disclosure of the information could reasonably be expected to result in unfair competitive injury to the person submitting the information or would impair the ability of the governmental entity to obtain necessary information in the future;
(b) the person submitting the information has a greater interest in prohibiting access than the public in obtaining access; and
(c) the person submitting the information has provided the governmental entity with the information specified in 63G-2-309 [Confidentiality Claims];
(6) records, the disclosure of which would impair governmental procurement proceedings or give an unfair advantage to any person proposing to enter into a contract or agreement with a governmental entity, except, subject to Subsections (1) and (2), that this Subsection (6) does not restrict the right of a person to have access to, after the contract or grant has been awarded and signed by all parties:
| (a) | a bid, proposal, application, or other information submitted to or by a governmental entity in response to… |
| (ii) | a request for proposals… |
PROCESS FOR REQUESTING NONDISCLOSURE
Any Offeror requesting that a record be protected shall complete and include with the proposal a Claim of Business Confidentiality Form (see Attachment D) with the following information:
1. Provide a written Claim of Business Confidentiality at the time the information (proposal) is provided to JSD, and
2. Include a concise statement of reasons supporting the claim of business confidentiality (UCA 63G-2-309[1]), and
3. Submit an electronic “redacted” (excluding protected information) copy of the proposal. Copy must clearly be marked as “Redacted Version.”
Offeror cannot classify price information as confidential or protected. Price information will be considered public information after award of the contract. Offeror cannot identify the entire proposal as “PROTECTED,” “CONFIDENTIAL,” or “PROPRIETARY.” If the entire proposal is so identified, that proposal shall be considered nonresponsive unless the Offeror removes the designation.
REDACTED COPY
If an Offeror submits a proposal that contains information claimed to be business confidential or protected information, the Offeror must submit one electronic redacted version for public release, with all protected business confidential information either blacked-out or removed, clearly marked as “Redacted Version.” Offeror acknowledges that their RFP response or redacted copy will be made public upon JSD’s receipt of a GRAMA request. Offeror will not be notified of any GRAMA request made to JSD for Offeror’s RFP response. If Offeror submits a redacted copy, then JSD will respond to a GRAMA request for Offeror’s RFP response with Offeror’s redacted copy. However, if Offeror fails to submit a redacted copy, then JSD will respond to a GRAMA request with Offeror’s RFP response, which will result in Offeror’s protected/proprietary information, if any, being made public. Offeror acknowledges that notations in the header, footer, or watermark of the RFP response will not be considered sufficient to constitute a request for nondisclosure of protected/proprietary information.
BOYCOTT RESTRICTIONS
Please provide a signed copy of the Public Contract Boycott Restrictions Statement (see Attachment B) with your proposal response.
In accordance with Utah Code 63G-27-102, vendors contracting with JSD to provide any good or service, including supplies, information technology, or construction services, must certify they are not currently engaged in an “economic boycott” nor a “boycott of the State of Israel” as those terms are defined in that Code section. Offerors must also agree not to engage in either boycott for the duration of the contract (if awarded).
For example, a vendor contracting with JSD may not, without an ordinary business purpose, boycott: the State of Israel; companies engaged in activities related to traditional energy, mining, or agriculture; companies engaged in the manufacture, distribution, sale, or use of firearms; companies that do not meet environmental standards beyond applicable state and federal laws; or companies that do not facilitate access to abortion or sex characteristic surgeries. If a vendor contracting with JSD does engage in such a boycott, it must immediately notify JSD in writing.
COMPLIANCE WITH FAMILY EDUCATIONAL RIGHTS AND PRIVACY ACT (FERPA)
Because the proposed solution may include software, online platform access, rostering, reporting tools, or other functionality involving student data, Offerors must submit a signed Student Data Privacy Agreement, Attachment E, with their proposal.
The signed Student Data Privacy Agreement is a mandatory minimum requirement. Failure to submit the signed Student Data Privacy Agreement may result in the proposal being deemed nonresponsive.
Questions regarding the Student Data Privacy Agreement or requested changes to the agreement must be submitted through U3P Bonfire during the Q&A period.
DECLARATION OF DEBARMENT OR SUSPENSION
If applicable, submit a declaration informing JSD of any legal proceedings that are or have been enforced with regard to debarment. A submittal must declare if any of the Offeror’s companies or principals are presently debarred, suspended, proposed for debarment, declared ineligible, or voluntarily excluded from soliciting work by any governmental department or agency. Offeror must also declare that neither the Offeror nor its principals have been terminated during the performance of a contract or withdrew from a contract to avoid termination or completion of a project. If the Offeror cannot verify these statements, the Offeror shall submit a written explanation.
BEST AND FINAL OFFER
The conditions permitting a Best and Final Offer process are narrowly limited and it is unlikely there will be a Best and Final Offer stage with respect to this RFP. The use of a Best and Final Offer process is regulated by Utah Code 63G-6a-707.5 and will only be used if:
1. No single proposal adequately addresses all the specifications stated in the request for proposals;
2. All proposals are unclear or deficient in one or more respects;
3. All Cost Proposals exceed the identified budget or the procurement unit’s available funding; or
4. Two or more proposals receive an identical evaluation score that is the highest score.
It is important to understand this so as not to anticipate that a Best and Final Offer process will allow for an Offeror to “sharpen their pencil” in a subsequent phase.
COST PROPOSAL
All costs shall be submitted on the Cost Proposal Form (Attachment C). Offerors may not change or modify the format of the Cost Proposal Form and must submit pricing in the exact format requested for a fair comparison of pricing among all Offerors. Altering the format or conditioning pricing on the acceptance of additional or conflicting terms or limitations may result in the proposal being deemed nonresponsive.
The Cost Proposal will be evaluated independently from the Technical Proposal and MUST be submitted separately from the Technical Proposal. Inclusion of any cost or pricing data within the Technical Proposal will result in the proposal being judged as nonresponsive for violation of UCA 63G-6a-707(7).

MANDATORY MINIMUM REQUIREMENTS
PURPOSE
This section contains mandatory minimum requirements that must be met for a proposal to be considered responsive. All items described in this section are nonnegotiable. Failure to meet any mandatory minimum requirement identified in this section may result in the proposal being deemed nonresponsive in accordance with Stage 1: Determination of Responsiveness. Proposals deemed nonresponsive will not be considered further and will not be eligible to receive an award under this RFP. A proposal may be deemed nonresponsive for failure to meet mandatory minimum requirements at any time during the evaluation process.
Offerors must provide sufficient evidence and/or documentation demonstrating compliance with the following mandatory minimum requirements:
A. COMPLIANCE WITH UTAH CODE TITLE 63G, CHAPTER 27, PUBLIC CONTRACT BOYCOTT RESTRICTIONS To demonstrate compliance, the Offeror must submit:
1. A signed Public Contract Boycott Restrictions Statement. See Attachment B.
B. DECLARATION OF DEBARMENT OR SUSPENSION
To demonstrate compliance, the Offeror must submit one of the following:
1. If there is something to disclose: A written explanation describing any debarment, suspension, ineligibility, voluntary exclusion, contract termination, or withdrawal from a contract involving the Offeror, any related company, or any principal; or
2. If there is nothing to disclose: A signed statement certifying that the Offeror, any related company, and any principal have nothing to disclose.
C. COMPLIANCE WITH THE FAMILY EDUCATIONAL RIGHTS AND PRIVACY ACT (FERPA)
To demonstrate compliance, the Offeror must submit:
1. A signed Student Data Privacy Agreement. See Attachment E.
D. ACCESS TO ONLINE PLATFORM REQUIRED FOR TECHNICAL EVALUATION
To demonstrate compliance with the technical requirements, the Offeror must provide access to the Offeror’s SEW curriculum online platform for evaluation purposes.
The Offeror must provide:
1. Access to the Offeror’s SEW curriculum online platform that allows the evaluation committee to review the teacher-facing dashboard, scope and sequence, dashboard navigation, curriculum organization, lesson plans, teacher guides, instructional resources, activities, assessments, handouts, presentation materials, reporting tools, multilingual materials, family engagement resources, MTSS/student support resources, and any other online components included with the proposed curriculum.
2. All information necessary for the evaluation committee to access and review the online platform during the evaluation period, including, as applicable, platform links, temporary usernames and passwords, evaluator login credentials, access codes, setup instructions, system requirements, and any other information needed to access the online platform or teacher-facing dashboard.
3. Clear instructions for accessing and navigating the online platform so the evaluation committee can thoroughly review the proposed SEW curriculum, platform functionality, online components, curriculum materials, instructional resources, and related supports.
4. The name, phone number, and email address of a support contact who can assist with accessing the online platform during the evaluation period.
Access must not require the disclosure of any personally identifiable information from RFP evaluators. Access must be provided by the proposal submission deadline and remain available throughout the evaluation period. Failure to provide timely and complete access to the online platform may result in the proposal being deemed nonresponsive.
E. COMPLIANCE WITH UTAH CODE SECTION 53G-4-402, PUBLIC REVIEW AND COMMENT OF INSTRUCTIONAL MATERIALS To demonstrate compliance, the Offeror must submit:
1. A signed Utah Code 53G-4-402 Requirements form. See Attachment G.

The Scope of Work includes curriculum foundations, instructional design, accessibility, technology use, implementation services, professional learning, support services, and ongoing requirements necessary for successful implementation.
JSD is seeking proposals from qualified Offerors to provide an evidence-based SEW curriculum designed to support student wellness, positive school climate, emotional regulation, relationship skills, responsible decision-making, positive student engagement, and future readiness.
The proposed SEW curriculum must align with recognized SEW frameworks and best practices and support the characteristics and pillars identified in JSD’s Portrait of a Graduate, as well as the District’s Strategic Plan and educational priorities. The curriculum must be appropriate for use across elementary, middle, and high school grade levels and must support JSD’s diverse student population.
The proposed SEW curriculum must support JSD’s multilingual students and families, including Newcomers, through culturally responsive instruction, accessible materials, family-facing resources, and multilingual supports.
The proposed SEW curriculum must include developmentally appropriate instructional resources, lessons, assessments, progress-monitoring tools, reporting features, and implementation supports. The curriculum must support teacher-led classroom instruction, school-wide implementation, Multi-Tiered Systems of Support (MTSS), counselor and student support resources, and data-informed instructional and student support decision-making.
The proposed SEW curriculum must include accessible and organized instructional materials for teachers, administrators, counselors, and other relevant school personnel. The curriculum must also include family-facing resources and parent/caregiver communication materials that support family understanding, home reinforcement, and school-home communication.
The selected Offeror shall provide digital platform access, professional learning, onboarding support, implementation guidance, technical assistance, responsive support for emergent student needs, customer service, curriculum updates, and other ongoing services necessary to support implementation and long-term sustainability of the SEW curriculum.
In accordance with Utah HB 273, Classroom Technology Amendments, and JSD educational priorities, the proposed SEW curriculum must support developmentally appropriate, teacher-led instructional practices, meaningful non-screen or print-based instructional options, and balanced technology use. The curriculum must also support use in multiple learning environments, including hybrid and fully virtual JSD online school settings, where applicable.
JSD seeks a flexible and adaptable SEW curriculum solution that supports evolving student, classroom, school, and District needs while allowing JSD educators to adapt, extend, or omit instructional content as appropriate. The selected Offeror must have the experience, staffing, and organizational capacity to support JSD during implementation and throughout the contract term.
Voluntary School-Based Adoption and Potential Expansion Adoption of any Social Emotional Wellness (SEW) curriculum program resulting from this RFP is expected to occur at the individual school level during the first contract year, the 2026–27 school year, and is not anticipated to be a mandatory District-wide adoption during that initial year. Schools will have the flexibility to determine whether participation aligns with their instructional priorities, student needs, staffing capacity, and available funding.
As part of this initial flexible implementation model:
· Some schools may choose not to adopt an SEW curriculum program.
· Some schools may choose partial implementation by grade level.
· Other schools may choose full implementation across multiple or all grade levels.
Beginning in subsequent contract years, including Years 2 through 5, JSD may expand implementation and may determine that use of the selected SEW curriculum will become mandatory for some or all schools, grade levels, programs, or student groups, based on District needs, funding, implementation outcomes, and District decision-making.
JSD’s intent is to provide schools with access to an approved SEW curriculum and related support services while preserving implementation flexibility during the initial year and maintaining the ability to expand or modify implementation in later contract years.
Accordingly, the services and materials described in this Scope of Work identify the general scope of curriculum products and related services that may be provided under any resulting contract and do not constitute a guarantee of quantities, usage, purchase volume, participation levels, or minimum compensation.
Current Implementation Status, 2026–2027 Participation, and Future Expansion Consistent with the flexible implementation model described above, participation under any resulting contract may vary by school level, school interest, available funding, implementation timelines, and District decision-making.
Elementary Schools: For the 2026–2027 school year, elementary schools have already completed most SEW curriculum selection and implementation planning activities. As a result, elementary school participation under any resulting contract is expected to be limited during the first year of the contract term. Beginning with the 2027–2028 school year, elementary schools may utilize the awarded contract for future SEW curriculum and implementation needs.
Middle Schools: Middle schools may utilize any resulting contract beginning with the 2026–2027 school year, based on individual school interest, available funding, and instructional needs.
High Schools: High schools may utilize any resulting contract beginning with the 2026–2027 school year, based on individual school interest, available funding, and instructional needs.
Participation may expand or become mandatory for some or all schools or grade levels in future contract years, including beginning with the 2027–2028 school year, based on District needs, funding, implementation outcomes, and District decision-making.

Utah HB 273 – Classroom Technology Amendments HB 273, Classroom Technology Amendments, is a Utah law passed during the 2026 legislative session that establishes requirements and limitations related to classroom technology use and student screen time in Utah public schools. The law becomes effective July 1, 2026.
Key provisions of HB 273 include:
• Screen-Time Definition: Under HB 273, “screen-time” means the time a student spends using an electronic device with a screen in a classroom setting when the use does not involve instruction, guidance, or interaction with a teacher, instructor, or other designated educational personnel. Screen-time does not include school work or instruction for an online student.
• Kindergarten–Grade 3 (K–3): Prohibits classroom screen-time except for limited purposes, including introduction of state K–5 computer science standards, preparation for and administration of standards assessments, and approved student accommodations. It also restricts take-home use of school-owned instructional technology, prohibits homework requiring internet access or instructional technology, and emphasizes hands-on, print-based, and developmentally appropriate learning exercises.
• Grades 4–6 Elementary: Prohibits students from taking home, and schools from sending home, school-owned instructional technology. It also prohibits a required one-to-one student device ratio. Instructional technology use must be balanced with teacher-led, print-based, and analog methods and limited to direct teacher supervision for a defined academic purpose. Internet access must be filtered consistent with age-appropriate standards. Homework may not require access to the internet or instructional technology.
• Middle/Junior High School: Allows students to take home a school-issued device for school work or an approved academic program only when a parent opts in through written consent. Instructional technology use must be balanced with teacher-led, print-based, and analog methods, and internet access must be filtered consistent with age-appropriate standards.
• High School: Allows students to take instructional technology home unless a parent chooses to opt the student out. Instructional technology use must be balanced with teacher-led, print-based, and analog methods, and internet access must be filtered consistent with age-appropriate standards.
• Exceptions: The grade-level instructional technology frameworks do not apply to courses where instructional technology is integral to the subject matter or specialty class. They also do not apply to instruction or equipment related to online district or charter schools, the Statewide Online Education Program, or courses designed to meet State Board core technology standards.
