About this opportunity

The Maryland Department of General Services is soliciting bids for snow removal at the George M. Taylor District Court/Multi Service Center in Glen Burnie, Anne Arundel County, with bids due November 26, 2026. The solicitation is designated a Small Business Reserve participation opportunity. Contractors must have three years of successful snow removal experience and provide references from similar institutions where comparable services were previously rendered.

The contractor furnishes all equipment, operators, insurance, fuel, maintenance, salt, sand, and other materials to clear snow and ice from approximately 107,945 square feet: the main parking lot (71,200 sq. ft.), employee parking lot (13,375 sq. ft.), and judges' secured parking lot (23,370 sq. ft.). The contractor must respond within two hours of notification by the Maintenance Supervisor/Designee. The base bid is a single combined hourly rate covering a four-wheel drive vehicle with snow plow and salt spreader, a front-end loader for snow disposal, and a dump truck with salt spreader. Optional alternate pricing covers bagged chemicals (per 50-pound bag), bulk chemicals (per ton), and additional manpower with snow blower equipment (hourly rate per employee). Compensation covers only actual equipment operating hours verified by on-site security or the Maintenance Supervisor/Designee, with payment due within 30 days of service completion.

The solicitation describes a three-year term from December 1, 2026 through November 30, 2029, while the specifications file lists April 1, 2029 as the conclusion date. A site visit is encouraged for all bidders to address questions about specifications and documents.

Bidders must submit a Bid/Proposal Affidavit under penalties of perjury, certifying compliance with COMAR 21.11.08 drug- and alcohol-free workplace requirements, debarment status, corporate registration, and tax payment status. Political contributions exceeding $500 must be disclosed if the contract value reaches $100,000 or more annually. The contractor must also remit a 1% electronic transaction fee on gross invoiced amounts less returns or credits within 45 calendar days after each reporting period, via ACH to the Comptroller or check to the DGS Fiscal Services Division. The fee must be built into unit prices rather than shown as an invoice line item. A Monthly Usage Report in Microsoft Excel must accompany each remittance, and failure to remit timely and accurately is a material default under the Electronic Transaction Fee Appendix, effective January 2026.
