About this opportunity

Prince George's County, Maryland, Office of Procurement is soliciting proposals for heavy equipment, trained operators, and dump trucks to support snow and ice removal operations in constrained areas, with submissions accepted through February 27, 2027 on a continuous basis with weekly cutoffs at 4:00 PM on Wednesdays. Award is qualifications-based, not price-based; the County has waived supplier participation requirements and established uniform hourly rates by equipment type, eliminating price proposals from bid evaluation.

The scope covers heavy equipment and trained operators for snow and ice removal in cul-de-sacs, dead-end roadways, narrow residential streets, and other hard-to-service or restricted-access locations. The Department of Public Works and Transportation administers the operation. Mandatory pre-season equipment inspections by DPW&T must be completed before contract award. Upon deployment notification, contractors must acknowledge orders within thirty minutes and stage equipment on-site and ready within two to four hours.

The County has established fixed hourly rates: skid steer loaders at $175/hour, wheel loaders at $275/hour, backhoes at $215/hour, motor graders at $330/hour, mini loaders at $182/hour, and dump trucks at $230/hour. Equipment mobilization fees range from $250 to $320 per deployment by equipment class. A one-time pre-season inspection fee of $350 to $420 per equipment class applies. Standby time is compensated at fifty percent of the hourly rate.

The contract term runs from award date through June 30, 2027, with two optional one-year renewal periods (through June 30, 2028 and June 30, 2029). Activation is expected to begin approximately December 15 each year but may occur earlier based on weather. Award is contingent upon equipment passing mandatory safety and operational inspection, contractor responsiveness, equipment acceptability, operator qualifications, and past performance. Contractors must carry commercial general liability of $1 million per occurrence and $2 million aggregate, automobile liability of $1 million combined single limit, professional liability of $1 million, and statutory workers' compensation. No bonding is required. Invoices must be submitted within seventy-two hours of service completion with signed daily work tickets and supporting documentation.
