About this file

This is an Electronic Transaction Fee Appendix applicable to Department of General Services (DGS)-controlled procurements in Maryland, including the Snow Removal contract for snow removal services at George M Taylor District Court/Multi Service Center located at 7500 Ritchie Highway, Glen Burnie, Maryland. The contract term runs from December 1, 2026, through November 30, 2029. This appendix establishes the electronic transaction fee requirements that apply to all sales made under the contract.

The contractor is required to remit an electronic transaction fee equal to one percent (1%) of the total invoiced amount for all sales during each reporting period, calculated on the gross invoice amount less returns or credits. This fee must be submitted no later than forty-five (45) calendar days after the end of each reporting period via ACH transfer to the Maryland Comptroller or by check to the Department of General Services, Fiscal Services Division at 301 W. Preston Street, Room 1309, Baltimore, Maryland 21201. The contractor must simultaneously submit a Monthly Usage Report in Microsoft Excel format documenting all contract sales to dgs.statewidecontractsusagereport@maryland.gov using the state-required template. The contractor is prohibited from charging the electronic transaction fee directly to customers or identifying it as a separate line item on invoices; the fee must be incorporated into the contract's unit prices. Failure to timely and accurately remit the electronic transaction fees constitutes a material default under the contract. This appendix becomes effective January 2026.
