About this opportunity
Prince George's County Office of Procurement, Business Services Division, on behalf of the Department of Public Works and Transportation, is requesting proposals to establish multiple contracts for sidewalk and pedestrian bridge snow removal services, with proposals due February 27, 2027 under a continuous open solicitation accepting rolling submissions through that date with weekly evaluation cycles closing at 4:00 PM Wednesdays. Eligibility is strictly limited to County-Based Businesses (CBB), County-Based Minority Business Enterprises (CBMBE), County-Based Small Businesses (CBSB), County-Based Small Minority Business Enterprises (CBSMBE), and County-Located certified businesses.
Services activate when snow accumulation exceeds two inches and must be completed within twenty-four hours of deployment. Contractors must acknowledge deployment orders within thirty minutes and mobilize crews within two hours. Crews consist of a minimum of five personnel (four crew members plus one bilingual supervisor) equipped with four walk-behind snow blowers or powered brooms, four shovels or pushers, one portable spreader, and one light-duty support vehicle. Large trucks and plows are not permitted.
The County has established fixed, non-negotiable hourly rates: $301.00 per crew per hour for activation and $150.50 per hour for stand-by status (up to twelve hours per event). These rates cover all personnel, equipment, fuel, maintenance, and communications. Deicing material costs are reimbursed separately at documented actual cost plus a ten percent handling fee. Billing includes a four-hour minimum per activation; thereafter, billing is calculated in half-hour increments.
The contract base period runs from award through June 30, 2027, with two optional one-year extension periods. The operational season generally spans December 15 through March 15. Pre-season equipment inspections must be completed by December 15, 2026, and safety data sheets for deicing materials must be submitted by December 1 each season. Award is qualifications-based; price is a non-evaluation factor. Required insurance includes workers' compensation at statutory limits, commercial general liability of $1,000,000 per occurrence and $2,000,000 aggregate, professional liability of $1,000,000, and automobile liability of $1,000,000 combined single limit, with the County named as additional insured. All services are subject to prevailing wage and livable wage requirements (Fiscal Year 2027 rate: $18.10 per hour) under Prince George's County Code. Contractors must comply with criminal background checks, drug-free workplace standards, and County resident hiring goals. Submissions are made through SPEED, the County's eProcurement platform, with unlimited resubmission opportunities until the solicitation closes.
