About this opportunity
Snow College is requesting proposals for adult learner strategy and organizational design consulting services under RFP SNOC26271024, with proposals due November 6, 2026 at 5:00 p.m. MT/MDT and presentations with selected finalists on November 17, 2026. Questions are due by October 23, 2026.
The consultant or consulting team must possess demonstrated expertise in adult and returning learners, community colleges or regional public institutions, rural or geographically dispersed populations, and institutional design. The core scope requires the consultant to define Snow College's adult learner opportunity, assess institutional readiness to serve adult students, recommend priority institutional changes, and design the organizational structure and permanent staffing model needed to sustain the work. Required deliverables include an adult learner market and opportunity profile; readiness and student journey audit; priority recommendations; organizational responsibility and staffing model; 24-month implementation roadmap; and executive decision session materials. The engagement must be grounded in Snow's rural and regional context in Ephraim and Richfield, Utah, incorporating direct input from adults, institutional data analysis, and realistic assessment of the College's capacity to act. Snow intentionally is conducting this work before filling a permanent adult learner leadership position, requiring the consultant to test preliminary institutional ideas rather than assume their validity.
The maximum contract budget is $75,000 as a firm fixed price for the base scope. Proposers must include all professional fees, travel, research incentives, data or instrument fees, and other direct costs in the fixed price or identify travel and expenses as a separate not-to-exceed amount with reimbursement assumptions. Separate optional pricing is requested for expanded quantitative market research, additional interviews or focus groups, diagnostic instruments, additional on-campus visits, six months of implementation coaching, and assistance recruiting the eventual adult learner leader. The engagement must be completed within approximately three to five months after notice to proceed and requires at least two on-campus visits.
Evaluation criteria total 125 points: understanding of Snow's needs (15 points), methodology and work plan quality (20 points), adult learner expertise (15 points), rural community college experience (15 points), organizational redesign experience (15 points), team qualifications (10 points), presentation and interview performance (25 points), and overall best value based on total cost (10 points). Vendors scoring above a threshold will be invited to participate in interviews for potential best and final offers.
Opportunity text
Snow College seeks a consultant with demonstrated expertise in adult and returning learners, community colleges or regional public institutions, rural or geographically dispersed populations, and institutional design. The consultant will help the College decide whom it can serve well, what must change, how responsibility should be distributed, and what permanent staffing model will make the work sustainable. The College is intentionally conducting this work before filling a permanent adult learner leadership position. Snow has developed preliminary ideas about such a position, but the consultant must test those ideas rather than assume they are correct. Snow College invites qualified consultants or consulting teams to propose a focused engagement that will define the College's adult learner opportunity, assess its readiness to serve adult students, recommend the highest-priority institutional changes, and design the organizational structure and permanent position or team needed to sustain the work. The selected consultant will produce a practical decision framework and implementation plan. Snow seeks findings grounded in its rural and regional context, direct input from adults, institutional data, and the College's realistic capacity to act. Snow College invites interested parties to submit a proposal to provide the college with these services.
