About this opportunity
Sacramento County Department of Airports is requesting sealed bids for the SMF Pedestrian Walkway Hub - Flight Paths Public Art Installation Project, a lump-sum contract valued at $210,000, with bids due October 15, 2026 at 2:00 p.m. via electronic submission. The project involves complete installation of suspended public artwork by artist David Brooks comprising ten tubular-aluminum flight paths and twelve cast-aluminum bird sculptures within Sacramento International Airport's new pedestrian walkway hub.
Contractors must hold an active California C-61/D-34 Prefabricated Equipment Contractor license and maintain Department of Industrial Relations public works registration. The central capability requirement is self-performance of 100 percent of all field construction and artwork-installation work using the contractor's own employees — no construction subcontractors are permitted. Bidders must demonstrate successful completion of at least three comparable projects within the preceding five years involving suspended public art, museum/exhibit installation, or specialty rigging work, with at least one project completed in an airport, transportation facility, or museum environment. This is a public works project subject to California prevailing wage requirements.
The scope includes receiving, staging, assembling, rigging, lifting, positioning, connecting, aligning, and installing prefabricated artwork components and hardware; performing overlapping sleeve-joint connections using prefitted 1/4-inch bolts; installing bird sculptures at six curtain-wall mullion locations and six additional locations; cable-supported assemblies; and final alignment and inspection. The County furnishes two Compact crawler boom lifts (JLG X500AJ) and one Electric slab scissor lift (Genie GS-4655), along with delivery, pickup, and standard accessories; the contractor provides all operators, rigging personnel, power, load-distribution materials, and floor protection. Contract duration is thirty calendar days from Notice to Proceed Phase 2. The pedestrian walkway and hub remain under construction; pre-bid conference and site inspection are unavailable.
Bid security of 10 percent is required; the successful bidder must provide material and labor Payment Bond and Performance Bond each equal to 100 percent of contract price. Installation Floater insurance of 100 percent completed-value is required. Questions are due October 2, 2026 at 5:00 p.m., with responses by October 9. Award is scheduled for November 12, 2026. The project is FAA Airport Improvement Program (AIP) funded and subject to FAA Buy American Preference and BABA (49 U.S.C. 50101) requirements; all iron, steel, and manufactured goods must be produced in the United States unless FAA waiver applies. Bids omitting FAA Buy American and BABA certifications will be rejected as nonresponsive.
