About this file
This is a Required Submittal Register attachment for the Sacramento County Department of Airports' SMF Pedestrian Walkway Hub - Flight Paths Public Art Installation Project, a CUPCCAA informal bid contract numbered 41015 scheduled for September 2026. The project requires the contractor to furnish all necessary labor, materials, equipment, and work to complete the public art installation in strict conformance with specifications and applicable regulations. The submittal register establishes eleven minimum project-specific and payment-administration submittals required throughout the contract performance period, including baseline scheduling, installation work plans, rigging and equipment qualification packages, safety documentation, artwork receiving and inventory procedures, and final record documentation. Key submittals must be completed at specified intervals, with critical packages such as installation work plans, rigging plans, safety plans, and equipment loading verification due not less than 20 working days before affected field activities. Daily reports are required during field work following Notice to Proceed Phase 2 (NTP-2), and final documentation must be submitted before final inspection and field acceptance.
The submittal register supplements the Standard Construction Specifications and clarifies that county review of submittals does not authorize field mobilization, artwork receipt, or on-site work without express written authorization via NTP-2. The contractor bears full responsibility for accuracy, completeness, coordination, safety, regulatory compliance, and performance of all work. No work dependent upon a submittal may commence until county review is complete and applicable written authorization has been issued. The contractor must establish and maintain record documentation throughout the work period, including photographs, inspection information, permit documentation, and warranty information. Additionally, the contractor must comply with construction-waste requirements, maintaining detailed waste logs and supporting documentation including weight tickets and disposal records, with final waste documentation due before final payment and field acceptance.
