About this file
This is an Asbestos Assessment Report prepared by the County of Sacramento Department of General Services for the Sacramento International Airport (SMF) Pedestrian Walkway Hub Bridge upgrade project located at 6835 Lindbergh Drive, Sacramento, California. The assessment was conducted on June 18, 2026, by Jim Eubanks, a State of California Certified Asbestos Consultant, to determine whether suspected asbestos-containing materials would be impacted during the planned Hub upgrade following construction completion in October 2026. The survey employed standard sampling methodologies, including wetting materials and collecting samples using hand tools, which were then transported to an NVLAP-qualified laboratory for Polarized Light Microscopy analysis using EPA method 600/R-93/116.
The assessment results indicate that no asbestos-containing materials were identified in the existing construction materials that will be impacted during the Hub upgrade project. The materials observed, including concrete, metal, and fiberboard deck components, were not suspected of containing asbestos. The sample results table shows no samples required testing, and the conclusions confirm that no asbestos-related work items are required for the upcoming Hub upgrade project. The report establishes a contingency protocol stating that if any suspected asbestos-containing materials are encountered during construction that were not identified in this assessment, work will cease until those materials can be sampled and analyzed, with appropriate action taken if asbestos is discovered.

Re: Sacramento International Airport (SMF) Pedestrian Walkway Bridge Hub Upgrade Project
EXECUTIVE SUMMARY
This report presents the results of the Asbestos Assessment conducted for the County of Sacramento Department of Airports SMF – Facility #10352 Pedestrian Walkway Hub (Bridge) upgrade project located 6835 Lindbergh Dr Sacramento, CA 95837.
On June 18, 2026, the County of Sacramento Architectural Services Division (ASD) conducted an Asbestos Survey at the above-described site. The survey was conducted by Mr. Jim Eubanks, a State of California Certified Asbestos Consultant. The purpose of the assessment was for Hub upgrade following construction completion in October 2026. SMF Pedestrian Walkway Hub (Bridge) upgrade project is located at 6835 Lindbergh Dr Sacramento, CA. The purpose of the survey was to determine whether there are suspected asbestos construction materials that are being installed during pedestrian walkway construction that will be impacted during the Hub upgrade that is in addition following the current construction.
MEANS AND METHODS
All samples were taken by first wetting the material and then either cutting or dislodging a tiny portion of material using hand tools and placing it into an air-tight leak proof sampling container. Samples were then logged into a Chain of Custody and transported to a NVLAP qualified laboratory for Polarized Light Miscopy EPA method 600/R-93/116 analysis.
ASBESTOS SURVEY RESULTS
ASD did not take any samples of the existing homogenous building materials as there were no suspect asbestos-containing materials present for this project. The existing construction materials that will be impacted include concrete, metal and dens deck (fiberboard). None of these materials are suspected of asbestos. If suspected asbestos-containing building materials are encountered that were not identified in this report, work will stop until those materials can be sampled and determine whether they contain asbestos and appropriate action will be taken if asbestos is found.
• All suspected asbestos-containing building materials were sampled.
• None of the construction materials around the Hub area are suspected of asbestos

CONCLUSIONS
Based upon our visual observations, the building materials that will be impacted during the Hub upgrade work do not contain any asbestos-containing materials.
Therefore, there are no asbestos related work items required for the upcoming Hub upgrade project. If you have any questions regarding this report, or require any additional information, please call me on 916.876.6332.
