About this file
This is an equipment loading memorandum prepared by Buehler Engineering in response to a request from the Sacramento County Department of Airports (SCDA) and their Executive Program Manager Office regarding allowable equipment loading for the Sacramento International Airport New Pedestrian Walkway. The memo evaluates the structural adequacy of floor framing to support two types of lifts proposed for art installation and routine maintenance: the JLG X500AJ Crawler Boom Lift (49 ft maximum platform height, 500 lb capacity, 5,071 lb weight) and the Genie GS-4655 Scissor Lift (52 ft maximum working height, 770 lb platform capacity, 8,150 lb weight). The evaluation focuses on Areas A, B, and C of the New Pedestrian Walkway Level 2, including the travel path from Concourse B. The analysis assesses the strength of concrete over metal deck and steel beams, with deck deflection limitations set at a maximum of span divided by 360. The evaluation was completed on July 31, 2026, by structural engineer Scott Hooker.
The memo provides specific requirements for safe equipment operation at each location. For Areas A and B, the floor framing is adequate for JLG track loading with live loading limited to 10 psf within a 5-foot radius around the lift. For Area C with single JLG lifts, spreader pads of minimum 3-foot square are required at outriggers with minimum 10-foot center-to-center spacing, and live loading is similarly limited to 10 psf. For Area C with multiple JLG lifts and a Genie lift operating simultaneously, additional requirements include 4-foot by 8-foot plywood sheets of minimum 1-inch thickness under each Genie wheel set, with minimum 10-foot spacing between adjacent equipment units. All outriggers and tracks must maintain minimum 2-foot clearance from floor diffusers and cannot bear on diffusers. The memo explicitly excludes evaluation of Areas D and E, the existing Concourse floors, terrazzo protection, and expansion joint cover adequacy.

Memorandum
The following memo is provided in response to a request from Sacramento County Department of Airports (SCDA) and their Executive Program Manager (EPM) Office to provide guidance on allowable equipment loading to the structure when considering art installation and routine maintenance for the Sacramento International Airport New Pedestrian Walkway.
Proposed equipment to be considered was provided by SCDA and the EPM and is summarized below. This memo solely addresses the loading associated with that equipment and the floor framing (composite deck and steel beams). Alternate equipment that imposes equal or lesser loading over an equal or greater area, and which meets the same or greater spacing as the evaluated equipment may also be considered as acceptable so long as the guidelines provided in this memo are followed. This memo does not address protection of the terrazzo from damage during use of the equipment as that is outside the scope of the evaluation and the responsibility of the airport or it’s Contractor’s to determine. This memo also does not address the adequacy of the expansion joist covers to resist the loading from the equipment wheels, tracks, or outriggers. Requirements for protection of the joint covers due to the equipment loading are by others and are outside the scope of this memo.

Buehler evaluated the floor framing at Area C, Level 2 for installation of the art overhead. At this location, at the direction of SCDA, it was assumed that multiple JLG X500AJ lifts and a single Genie GS-4655 lift will be required. Buehler also evaluated the floor framing for the JLG
X500AJ lift at all locations of Area C, Level 2, as well as for the path of travel to get the lift from the existing Concourse B to Area C of the New Pedestrian Walkway. Areas A and B of the New
Pedestrian Walkway have not been evaluated for the loading from the outriggers of the JLG or the weight of the Genie lifts, and this memo does not address those conditions. Evaluation of
New Pedestrian Walkway Areas D and E, as well as the floors in the existing Concourse, for the lifts noted is also not included as part of this memo.
The evaluation of the existing structure considered the strength of the concrete over metal deck and steel beams, as well as limiting the deck deflections due to the equipment loading to a maximum of span (L) divided by 360. The deflection limitation was provided by the flooring contractor, and Buehler takes no liability for the accuracy of this design criteria.
The results of the evaluation are as follows:
• At Areas A and B of the New Pedestrian Walkway, the existing floor framing is adequate for the loading from the JLG tracks and the floor deflections are anticipated to be less than L/360. The live loading due to material storage, personnel, etc., shall be limited to
10psf for a 5 foot radius around the lift.
• At Area C, the existing floor framing is adequate for the loading from the single JLG tracks where required, the loading from the outriggers. At each outrigger, a spreader pad of sufficient stiffness to equally distribute the ground bearing pressure shall be provided. The spreader pads shall be a minimum of 3 foot square. Outrigger spacing shall be a minimum of 10’-0” center to center. Deck deflections due to the loading from the equipment are anticipated to be less than L/360. The live loading due to material storage, personnel, etc., shall be limited to 10psf for a 5 foot radius around the lift and each of the outriggers. The outriggers and tracks shall maintain a minimum 2 foot clear from the floor diffusers and shall not bear on the diffusers.
• At Area C, the existing floor framing is adequate for the loading from multiple JLG lifts as well as the Genie lift if the following criteria are met:
Equipment Loading for Maintenance and Art Installation at SMF o At the JLG lifts, spreader pads as noted above are provided at the outriggers where used and the minimum clearance from diffusers is provided.
o At the Genie lift, when in use, a 4’x8’ sheet of minimum 1” thick plywood shall be provided below each set of wheels. The plywood shall have the 8’ dimension perpendicular to the long dimension of the lift and shall be centered below the wheels.
o The minimum spacing between the outriggers/track/wheels of adjacent units is
10’-0”.
o The live loading due to material storage, personnel, etc., shall be limited to 10psf for a 5 foot radius around the lifts and all of the outriggers.
Deck deflections due to the loading from the equipment are anticipated to be less than
L/360.
