About this opportunity

Salt Lake County Contracts and Procurement, on behalf of Solid Waste Management, is requesting bids for hauling municipal solid waste from the Transfer Station to the Landfill under RFC SLCo SWM132986-1, with bids due September 15, 2026. This is a reissue of previously cancelled solicitation SLCo SWM132986.

Walking floor trailers equipped with onboard scales are required; truck and trailer combinations must fit the unique dimensions of the Transfer Station tunnel and loading area. Operations run Monday through Friday (excluding New Year's Day, Thanksgiving Day, and Christmas Day) from 7:00 AM loading at the Transfer Station through 6:00 PM final delivery cutoff at the Landfill, with occasional Saturday service from 7:00 AM through early afternoon, including days following major holidays or snow days upon notice. The successful bidder must maintain sufficient personnel and equipment to clear all waste from the Transfer Station floor daily and accommodate volume fluctuations. Accurate weights for billing are determined at either the Transfer Station outbound scale or the Landfill scale.

The estimated annual volume is approximately 190,000 tons, neither guaranteed nor specified as minimum or maximum due to seasonal variations. The contract term is six years effective upon execution. Pricing must remain firm for the first two years, with annual adjustments thereafter based on the Consumer Price Index for the Western Region. Bidders must submit per-ton pricing at three diesel price points ($3.530, $4.621, and $5.513 per gallon) and may include a fuel surcharge schedule; failure to submit a proposed fuel surcharge schedule, if applicable, may result in the bid being deemed non-responsive.

Bidders must demonstrate at least three years of experience in similar hauling services and provide a minimum of two commercial references. A mandatory site visit and pre-bid meeting will be held at Salt Lake Transfer Station, 3300 S 502 W, Salt Lake City, Utah 84101, at dates and times specified in the Bonfire portal. Award will be made to the lowest responsive, responsible bidder. Required insurance includes Workers' Compensation, Commercial General Liability ($1,000,000 per occurrence), Commercial Automobile Liability ($1,000,000 per occurrence), a Performance Bond ($1,000,000 penal sum), and Commercial Crime coverage ($1,000,000), all issued by A.M. Best rated A- or better carriers licensed in Utah with the County named as additional insured. Salt Lake County's preference system awards one point for each of two qualifications: Employee Health Care Preference (vendors providing health benefits to covered employees) and Veterans and Companywide Hiring Preference (vendors maintaining active veterans recruitment programs, drug and alcohol testing policies, federally or state-recognized job training programs, and OSHA-compliant job safety programs). Preference certification forms and supporting documentation must accompany the initial bid submission. Vendors must certify environmental compliance and non-debarment under federal and state law. Questions must be submitted through the Utah Public Procurement Place (U3P) powered by Bonfire prior to specified deadlines. Addendum 1 (dated August 27, 2026) clarifies that the References document is now available in the Supporting Documentation area; bidders are not required to use the provided form but must provide the same information as shown in that document.
