The service requires Monday through Friday operations (excluding New Year's Day, Thanksgiving Day, and Christmas Day), with occasional Saturday service including post-holiday Saturdays or snow days upon notice. Bidders must use walking floor trailers and maintain onboard scales for proper vehicle loading within the Transfer Station tunnel. Operations occur between 7:00 AM loading at the Transfer Station and 6:00 PM final delivery cutoff at the Landfill, with Saturday hours generally running 7:00 AM to early afternoon. A mandatory site visit and pre-bid meeting will be held at the Salt Lake Transfer Station located at 3300 S 502 W, Salt Lake City, Utah 84101, at dates and times specified in the Bonfire portal. The resulting contract will have a six-year term effective upon execution, with the County reserving the right to review performance and cost regularly and potentially negotiate terms during the contract period. The estimated annual volume is approximately 190,000 tons, with quantities neither guaranteed nor specified as minimum or maximum due to seasonal variations.
Award will be made to the lowest responsive, responsible bidder meeting all specifications. Bidders must demonstrate at least three years of experience in similar hauling services and submit a minimum of two completed reference forms from previous clients. Pricing must remain firm for the first two years, with annual adjustments thereafter based on the Consumer Price Index (CPI) for the Western Region. Bidders may apply fuel surcharges if they provide a corresponding fuel surcharge schedule. Required insurance includes Workers' Compensation, Commercial General Liability ($1,000,000 per occurrence), Commercial Automobile Liability ($1,000,000 per occurrence), a Performance Bond ($1,000,000 penal sum), and Commercial Crime coverage ($1,000,000). All insurance must be issued by A.M. Best rated A- or better carriers licensed in Utah, with the County named as an additional insured. Questions must be submitted through the Utah Public Procurement Place (U3P) powered by Bonfire prior to specified deadlines, and any clarifications resulting from questions will be released via amendment.

Hauling Solid Waste from Transfer Station to Landfill Request for Bids and Resulting Contract
GENERAL BID REQUIREMENTS
1.0 SCOPE:
Salt Lake County Contracts and Procurement, on behalf of Solid Waste Management, invites your company to bid on the hauling of municipal solid waste from the Transfer Station for disposal at the Landfill Monday through Friday (excluding New Year’s Day, Thanksgiving Day, and Christmas Day). Saturdays are occasionally required (including the Saturdays after New Year’s Day, Thanksgiving Day, and Christmas Day), or due to a “snow day”, with notice.
Successful bidder must be able to accommodate volume changes. Walking floor trailers are the required method. Truck/Trailer combinations will be required to have and maintain onboard scales to ensure vehicles are loaded properly in the Transfer Station tunnel. Truck/Trailer combinations should fit the unique dimensions of the Transfer Station tunnel and loading area. Accurate weights, for billing purposes, will be determined utilizing the Transfer Station outbound scale, or a scale at the Landfill.
Hours of operation include 7:00 AM for loading at the Transfer Station and 6:00 PM final delivery cutoff at the Landfill. Saturday hours are generally 7:00 AM to early afternoon. Bidder must ensure they have the necessary personnel and equipment to haul all material each day, which allows the floor of the Transfer Station to be cleared of all waste.
