About this file

This document comprises bid specifications for evidence towing services issued by Salt Lake County Contracts and Procurement on behalf of the Sheriff's Office. The specification document outlines the main requirements and compliance criteria for towing vendors seeking to provide 24/7, 365-day-per-year towing services. Prospective contractors must demonstrate capability to tow vehicles and heavy-duty items weighing 26,000 pounds or more in steep canyon areas, off-road terrain, and inclement weather conditions. Response time requirements are 30 minutes for local areas and one hour for unincorporated and canyon areas. All bidders meeting specifications will be placed in a vendor pool, with dispatch order determined by pricing submitted on the pricing schedule; partial bids will not be accepted. No specific response date, due date, site visit requirements, or award date is provided in this specification document.

The specifications establish comprehensive operational, insurance, and background check requirements for all bidders. Contractors must maintain their own permanently-marked equipment and personnel, with no use of subsidiary companies or temporary equipment leasing arrangements. All operators, managers, and office staff require current UDOT tow truck certifications, original BCI criminal background checks no older than 45 days, valid medical examiner certificates, and Workers' Compensation Insurance. Specific disqualifying factors include violent felony convictions, sexual offenses, domestic violence, weapons-related crimes, and any felony or misdemeanor involving moral turpitude within the last five years. Invoicing must occur within 30 days of service with comprehensive documentation, and contractors are prohibited from billing vehicle owners or insurance providers directly.
