Highly modified HMA items (A-5 and A-6) require PG 76-34 highly modified binder with minimum 6.0 percent total asphalt binder content and prohibit reclaimed asphalt pavement; standard HMA items may incorporate RAP at the supplier's discretion provided delivered specifications are met. Binder grade selection is governed by an elevation threshold of 4,000 feet. Part B covers trucking and delivery with unit-rate pricing for standard orders (200–400 tons), large orders (400+ tons), dedicated full-day truck rental (minimum 8 hours), hourly dedicated rental, and weekend/holiday and after-hours surcharges. Estimated annual asphalt usage is approximately 25,000 tons within Salt Lake County jurisdictions including Millcreek, Taylorsville, Holladay, Magna, Kearns, White City, and unincorporated areas. Bidders located within Salt Lake County or within 25 miles of the County boundary must ensure asphalt availability.
The estimated annual contract value is $1.7 million over a six-year term. Pricing is FOB Plant (will-call) or inclusive of trucking/delivery; the County may select one or both service categories. Prices must remain firm for 12 months; subsequent increases are capped at 5% with 90-day advance notice and supporting documentation. Standard orders require 24-hour notice; large orders require 48-hour notice; urgent/emergency orders request best-effort response within 4 hours.
Required insurance includes workers' compensation, commercial general liability ($1 million per occurrence / $2 million aggregate with the County as additional insured), and commercial automobile liability ($1 million per occurrence). A preference system awards additional scoring points for Employee Health Care Preference and Veterans and Companywide Hiring Preference; vendors must submit completed preference certification forms with supporting documentation. Environmental compliance certification and non-debarment certification are mandatory. The County reserves the right to cancel the solicitation prior to the posted close date and to purchase from alternative sources during the contract term.
