About this file
This is a Schedule A pricing document for a bituminous concrete materials contract issued by Salt Lake County Public Works Operations under Request for Proposal PWO130995-1. The solicitation seeks asphalt concrete mix and trucking/delivery services and is designated as a multiple award procurement to expand the vendor pool from a previous solicitation (PWO130955). The contract covers eight line items for various hot mix asphalt (HMA) formulations, highly modified HMA (HMHMA), and cold mix asphalt products. Estimated quantities range from 1,000 to 35,000 tons across the different mix designators, which are specified according to Utah APWA 2026 Standard Specifications Section 32 12 05. The total estimated quantity requirement is approximately 53,500 tons of asphalt materials. Payment is calculated by weight in tons, and subsequent contracts awarded under this solicitation will be pro-rated to expire with existing contracts from the predecessor solicitation.
The pricing structure requires bidders to submit unit prices for each line item (A-1 through A-7) measured in dollars per ton, with a grand total reflecting the extended costs across all items. A separate pricing mechanism allows for a percentage discount on other asphalt products not specifically listed. All mix designators follow a standardized format specifying binder grade, aggregate gradation size, and compaction level, with binder grade selection governed by an elevation threshold of 4,000 feet. Notably, HMHMA items (A-5 and A-6) require PG 76-34 highly modified binder with minimum 6.0 percent total asphalt binder content and prohibit reclaimed asphalt pavement (RAP), while standard HMA items may incorporate RAP at the supplier's discretion provided delivered specifications are met. Bid submissions are considered for award immediately upon receipt, and the solicitation may be cancelled prior to the posted closing date.

GENERAL NOTES
1. All mix designators are per Utah APWA 2026 Standard Specifications, Section 32 12 05 – Bituminous Concrete. The mix designator format is: [Binder Grade], [Aggregate Gradation], [Compaction Level].
2. Elevation threshold of 4,000 feet governs minimum binder grade selection per Table 2, Section 32 12 05.
3. RAP (Reclaimed Asphalt Pavement) content and blending are the supplier's responsibility. The delivered mix must meet the specified binder grade and gradation regardless of RAP content used in production. RAP is not permitted in HMHMA items (A-5, A-6).
4. HMHMA items (A-5, A-6) require PG 76-34 highly modified binder per Section 32 12 03, minimum 6.0% total asphalt binder content by weight, and design air voids of 0.75–1.25% per Table 6.
5. Aggregate gradations SP-1/2 (12.5mm NMAS) and SP-3/8 (9.5mm NMAS) are the only HMA gradation bands defined in APWA 2026. SP-3/8 is applicable to Road Class I only for standard HMA.
7. Road Class definitions per Section 32 01 31: Class I (ESAL < 10⁴/yr), Class II (ESAL 10⁴–10⁶/yr), Class III (ESAL > 10⁶/yr).
8. Quantities are estimated. Payment shall be by weight (tons) per Section 01 29 00.
