About this opportunity
Salt Lake County is procuring construction services for the Magna Library Rooftop Equipment Replacement project (LIB133030) via invitation for bids, with bids due September 23, 2026 at 1:00 p.m. The scope includes replacement of eight rooftop units (RTUs), two ductless split heat pump systems, three exhaust fans, condensate and gas piping, roof drain systems, electrical infrastructure modifications, and a bid alternate for a new photovoltaic (PV) solar panel array of approximately 1,550 square feet. The project is located at 2675 South 8950 West, Magna, Utah 84044.
Contractor qualifications are subject to mandatory screening. Bidders must hold a minimum Utah State Department of Commerce B-100 license; all subcontractors must be properly licensed for their respective work. The Contractor Responsibility Questionnaire requires confirmation of OSHA recordable incident rates at or below Utah industry average, AWS D1.1 Structural Welding Certification for Steel, completion of prior projects without liquidated damages, and three references from comparable projects within the last five years. The project exceeds $3 million, triggering Salt Lake County Ordinance compliance obligations including 10 percent apprenticeship utilization of labor hours and construction procurement minimum standards.
The specifications require coordination with a separate county reroofing contract (to be bid in November 2026) performed in phases, with each phase operational before proceeding to the next. A mandatory four-week library closure must be coordinated for major activities including ceiling opening, ductwork replacement, RTU installation via crane, and roof drain replacement. All items installed below the roof deck and above the suspended ceiling must be painted to match existing finishes. RTU manufacturers are limited to original specifications and Daiken. All Alerton controls throughout the building must be replaced with current-generation Alerton equipment using only Alerton-approved control manufacturers and installers listed on page 252 of specifications.
The contract price is fixed based on submitted bids. Contractors must submit a 5 percent bid bond and, upon award, provide payment and performance bonds equal to 100 percent of the bid amount. The project allows 250 calendar days for completion following the Notice to Proceed, with liquidated damages assessed at $250 per calendar day for schedule delays. A punch list walk must occur no later than 15 calendar days prior to contract expiration. Monthly progress payments are made at 95 percent of incurred costs with a 5 percent county retainer until final completion. Insurance requirements include general liability of not less than $4 million per occurrence and builder's risk insurance at 100 percent of contract price minimum on-site limits. A 12-month warranty period applies to faulty work appearing after final acceptance.
Six contractors submitted bids. Zion Engineering is the apparent low bidder at $505,651.10 total ($361,339.56 base bid; $144,311.54 alternate). Other bids range from approximately $565,116 to $880,600. The estimated bonding range is $800,000 to $900,000. Amendment 1 (issued September 23, 2026) clarifies coordination requirements, finish specifications, control manufacturer requirements, and parking for PV panel storage during construction. Bids must remain valid for 60 calendar days after bid opening.
