About this file
This is a technical specifications document for the Salt Lake County Facilities Management Division for the Magna Library Rooftop Equipment Replacement Project located at 2675 South 8950 West, Magna, Utah 84044. The project involves the replacement of roof-top units (RTUs) and photovoltaic (PV) panel systems at the library facility. The specifications are comprehensive and organized using the Construction Specifications Institute (CSI) MasterFormat structure, covering general requirements through electrical work across 33 divisions. The work is to be performed under a single prime contract with coordination required between the RTU replacement contractor and a separate re-roofing contractor to be executed in phases, with each phase completed and operational before proceeding to the next. The contract will be administered by HHY Associates, the project architect located at 2180 South 1300 East, Suite 210, Salt Lake City, Utah 84106, with the Owner's contact at Salt Lake County Facilities Management Division, 2001 South State Street, Room S3-120, Salt Lake City, Utah 84114. The specifications establish detailed requirements for project management and coordination, including mandatory preconstruction conferences, progress meetings, submittal procedures, construction scheduling using Critical Path Method (CPM), and comprehensive documentation requirements throughout the project lifecycle.
The specifications establish strict procedural requirements for contractor performance including submission of a cost-loaded construction schedule within 60 days of the Notice to Proceed, with individual activities limited to 20-day durations and allowances for 15 days of startup and testing and 15 days for commissioning. Contractors must submit applications for payment by the 25th of each month covering the previous month's work, supported by notarized waivers of mechanic's lien from all entities entitled to file liens. The specifications require coordination with Owner-occupied areas of the building, with Owner reserving the right to occupy completed portions prior to full project completion following successful mechanical and electrical system tests. Specific work restrictions include a nonsmoking policy within 25 feet of building entrances and outdoor air intakes, employee identification requirements, and drug and background screening compliance. An alternate bid option is included for installation of a new PV Panel System. The specifications require detailed Project Record Documents, demonstration and training upon completion, and adherence to all local authorities having jurisdiction requirements, with particular emphasis on weathertight maintenance of affected building portions during construction operations.
