About this file
This Amendment Number 1 clarifies the scope and specifications for Salt Lake County's Request for Bids (RFB) for the Magna Library Rooftop Equipment Replacement project (LIB133030). The project involves the replacement of rooftop units (RTUs) and photovoltaic (PV) systems at the Magna Library. Key clarifications include requirements that the contractor coordinate a four-week library closure with major construction activities such as ceiling opening for steel framing, ductwork replacement, RTU installation via crane, and roof drain replacement. The amendment specifies that all items installed below the roof deck and above the suspended ceiling must be painted to match existing finishes, and that all Alerton controls throughout the building must be replaced with current-generation Alerton equipment, with the option to reuse the existing cabinet shell. The bid closing date is September 23, 2026, at 1:00 p.m., and the estimated bonding range is $800,000 to $900,000.
The amendment clarifies that the reroofing work will be performed under a separate county contract to be bid in November, with the RTU contractor responsible for coordinating with but not supervising the roofing contractor. Approved RTU manufacturers include Daiken in addition to original specifications. The RTU contractor is responsible for lifting rooftop equipment and providing a construction schedule to the roofing contractor, while the reroofing contractor handles lifting roofing materials and maintaining roof warranty. The county will reserve parking spaces for storage of PV panels during construction. Regarding controls, only Alerton-approved control manufacturers and installers listed on page 252 of the specifications are acceptable; alternatives such as Siemens and Halverson are not approved.

2. Questions and Answers from Contractors in Bonfire:
Q: Will you accept Siemens Controls as an alternate?

Q: Is this solicitation for a general contractor to perform the rooftop equipment replacement and associated trades, with the reroof performed under a separate County contract, or must the successful bidder include and subcontract the reroofing work?
A: Roofing will be under separate contract.
Q: Which contract is responsible for equipment curb raising, roof insulation, membrane and penetration flashing, temporary dry-in, and maintaining the roof warranty?
A: Since procuring RTU equipment will be longer lead time than the Roofing project.
