A site visit is optional but recommended; the exact date and time are posted in the Online Solicitation System. All bidders must hold a minimum B-100 license from the Utah State Department of Commerce, and all subcontractors must hold proper licenses for their respective trades.
The scope is removal and replacement of four rooftop units with new Trane variable air volume RTUs (models YZK150A3SBH and YZK240A3SOM) equipped with variable-speed fans, variable-speed compressors, VAV controls, BACnet interface, powered exhaust, powered convenience outlets, and smoke detectors. Installation includes rooftop demolition and curb work with roof warranty compliance, gas pipe replacement with Schedule 40 black steel and pressure testing at 3 PSI, controls integration to an existing Alerton VLC-853 controller, seismic restraint design and installation, test and balance services, factory startup, owner staff training, one-year labor and materials warranty, and temporary climate maintenance between 65–76°F for offices and 68–76°F for living spaces during construction. A controls subcontractor approved by Salt Lake County is required for BACnet integration and programming. The project incorporates Section 3 prevailing wage and apprenticeship standards.
If the project exceeds $3,000,000, Salt Lake County Ordinance sections 3.26 and 3.27 apply, mandating 10 percent apprentice labor hours on qualifying work and construction procurement minimum standards including health insurance and drug testing. Bidders must submit a bid bond equal to 5 percent of the bid amount on AIA A310-2010 form; performance and payment bonds equal to 100 percent of contract price are due within ten days of award. Insurance must include workers' compensation, commercial general liability with $4,000,000 per occurrence, automobile liability with $4,000,000 per accident, and builder's risk covering 100 percent on-site and 10 percent off-site. The contract term is 45 calendar days to completion, with liquidated damages assessed at $450 per calendar day for late completion. Monthly progress payments are made at 95 percent of incurred costs with 5 percent retainer. Questions are due by the deadline posted in the Online Solicitation System. Bids must remain valid for 60 calendar days after opening. Award goes to the lowest responsive and responsible bidder based on the lowest combination of base bid and prioritized alternates within the construction budget.
