About this opportunity

Salt Lake County Contracts and Procurement is requesting bids for window washing services at six county-owned and operated facilities under RFC FAC133224, with bids due September 25, 2026. Amendment 1, issued September 18, clarifies scope and answers questions from a non-mandatory site visit.

The scope covers interior and exterior window cleaning, spider web and bird dropping removal, and debris clearing from skylights and rain gutters at the Government Center (North and South Buildings), Sheriff's Office Administration Building, Midvale Senior Center, Public Works Administration Building, Public Works Operations West Side Operations Complex, and the Coliseum. Cleaning frequency ranges from twice yearly to as-needed, depending on location. The contractor must supply repelling equipment and lifts without damaging building materials, with all equipment, labor, and materials included in the bid price. Drones are permitted if results equal traditional methods; if drones produce streaks, uneven cleaning, or force water through seals, the contractor must revert to traditional cleaning at its own expense. Government Center skylights receive exterior-only cleaning. Coliseum work includes privacy glass on the roof and greenhouse cleaning on an as-needed basis. Water access is available at all locations except the parking garage at the new building.

The contract carries a five-year term effective upon execution, with the County reserving the right to add or remove buildings throughout the term at bid pricing. The County estimates annual purchases of approximately $100,000 but guarantees no minimum or maximum. Pricing must be guaranteed firm for 24 months; any adjustments require equal guarantee periods and documented justification linked to independent indices not exceeding 3% annually. The County reserves the right to reject price increases and receives immediate benefit of market decreases.

Salt Lake County applies a preference system offering one additional point for each of two preference categories: Employee Health Care Preference (vendors providing health benefits under Utah Code Ann. 26-40-115(1)) and Veterans and Companywide Hiring Preference (requiring active veteran recruitment with documented success, current employment of at least one veteran, random drug and alcohol testing, and job training and safety programs recognized by federal, state, or local entities). Vendors must submit preference certification forms and supporting documentation at proposal submission; failure to do so results in the County not considering the preference request.

Required insurance includes workers' compensation, commercial general liability of $1 million per occurrence with $2 million aggregates, and commercial automobile liability of $1 million per occurrence. Contractors must provide three current customer references, conduct employee background checks at their expense for secured facilities, and provide employee identification badges and comply with security protocols. Bidders must submit complete bids on the Price Schedule, including unit pricing per building for single washes and total pricing for annual quantities, plus separate pricing for Coliseum Greenhouse, Coliseum Parking Structure, and Coliseum Amenities Building on an as-needed basis. Estimated pricing per square foot is required for potential additional buildings differentiated by floor level and access method (interior/exterior, with lift, with repel). The contractor serves as an independent contractor responsible for all employment obligations, taxes, and licenses. Payment terms are net 30 days following County acceptance and receipt of invoice. The County retains the right to terminate the contract for convenience with 30 days' written notice or for breach upon written notice.
