About this file

This is Amendment Number 1 to a Request for Bids (RFC) for window washing services issued by Salt Lake County, Utah, for its Facilities Management division. The solicitation (FAC133224) covers cleaning services at six primary locations: Government Center, Sheriff's Office Administration Building, Midvale Senior Center, Public Works Administration Building, Public Works Operations West Side Operations Complex, and Coliseum. The amendment addresses clarifications and additions to the original solicitation based on questions raised during a non-mandatory site visit held prior to the bid closing date of September 25, 2026. Key clarifications include: drones are permitted for cleaning if they achieve results equivalent to traditional methods, with contractor responsibility for re-cleaning at their expense if drone techniques fail; Government Center skylights will receive exterior-only cleaning with no interior or underside cleaning required; privacy glass on the Coliseum roof must be included; and water access is available at all locations except the parking garage at the new building location. The amendment also notes that additional County-owned or operated buildings may be added to or removed from the contract throughout its term through subsequent amendments at the pricing bid in the updated Price Schedule.

The pricing structure requires bidders to provide unit prices per building and total prices per quantity of washes annually, with all charges included in the pricing. Coliseum-related items—the greenhouse (cleaned on an as-needed basis excluding the roof), parking structure, and amenities building—must be priced separately. The price schedule also includes estimated pricing per square foot for potential additional buildings, differentiated by floor level and access method (interior/exterior, with lift, or with repel). The amendment does not specify contract duration, renewal options, funding sources, or other salient financial details beyond the pricing framework provided in the updated attachment.

Amendment Number 1

Project: Request for Bids with Resulting Contract Issued by Salt Lake County

Window Washing Project Solicitation #FAC133224 Closing date: 09/25/2026 This amendment represents clarifications and additions to the RFC sourcing event and any of its respective parts. These changes are to be considered part of said documents as though they were included in the original documents. Any terms or conditions of said documents not modified by Amendment Number 1 shall remain unchanged.

Questions were asked at the non-mandatory site visit. The questions and responses are below:

1. Can Drones be used for the cleaning?

We will allow drones for cleaning. If the drones do not clean the windows as well as traditional methods such as, leave streaks, uneven cleaning or there is evidence of water being forced through the window seals, contractor will revert to traditional cleaning methods. Cost for cleaning a second time should be at contractor’s expense if the drone technique fails to clean the windows.

2. What is the height of the skylight at the Government Center?

We are not going to clean underside of government Center skylights.

3. Is the skylight just an interior clean?

Government Center skylights will be exterior only.

4. Can a lift be used for the skylight/used inside the Government Center?

We are not going to clean underside of government Center skylights.

5. Do all of the buildings have water access (including the parking structure at the Coliseum)?

All buildings have outside water access except for the parking garage at the “new building’’ location.

6. Will the glass around the very top roof area of the Coliseum be included in the cleaning?

Please include the privacy glass on the roof of the Coliseum.
