About this file
This Request for Bids (RFC) document outlines window washing services for Salt Lake County, Utah across six county-owned or operated facilities. The County seeks a qualified contractor to provide comprehensive window cleaning services at the Government Center (North and South Buildings), Sheriff's Office Administration Building, Midvale Senior Center, Public Works Administration Building, Public Works Operations West Side Operations Complex, and the New SLCo Government Building in Midvale. Services include interior and exterior window cleaning on both sides of all glass surfaces, removal of spider webs and bird droppings from window openings and ledges, and clearing of debris from skylights and rain gutters. The contractor must supply its own repelling equipment and lifts without damaging building materials, with all equipment, labor, and material costs included in the bid price. Cleaning frequency varies by location, ranging from twice yearly to as-needed service, with most facilities requiring two cleanings per year. A mandatory site visit will be held at the Salt Lake County Government Center to familiarize bidders with all six locations. The resulting contract will have a five-year term effective upon execution, with the County reserving the right to add or remove buildings throughout the contract period at the bid pricing.
Pricing shall be submitted on an attached bid schedule with per-square-foot rates for various floor heights and access methods (interior/exterior, with lift, with repel equipment). The County estimates annual purchases of approximately $100,000 but guarantees no minimum or maximum quantity. Proposed prices must be guaranteed for 24 months, with any price adjustments requiring equal guarantee periods and documented justification linked to independent indices not exceeding 3% annually. The County reserves the right to reject price increases in its sole discretion and will receive immediate benefit of any market decreases. Required insurance includes workers' compensation, commercial general liability of $1,000,000 per occurrence with $2,000,000 aggregates, and commercial automobile liability of $1,000,000 per occurrence. Contractors must provide three current customer references or risk bid rejection. Bidders must submit partial or complete bids; partial submissions may render bids non-responsive. Additional requirements include contractor employee background checks for secured facilities at the contractor's expense, employee identification badges, security protocol compliance, and adherence to standards of conduct regarding access to sensitive materials and facilities.
