About this opportunity

Salt Lake City is requesting proposals for advisory, design, fabrication, and installation services for a museum-quality historic exhibit on the third floor of the historic Salt Lake City & County Building, with proposals due July 16, 2026 and a mandatory site inspection on July 8, 2026. The contract ceiling is $120,000 as a fixed-price award.

The scope includes discovery and advisory meetings with needs assessment; collaborative concept development and detailed design across multiple design concepts for City review; fabrication and production of structures, graphics, and signage; and installation with staff training and project documentation. The exhibit will span approximately 50 linear feet (100 square feet) and present an inclusive narrative of Salt Lake City and the building's history with approximately 5,000 words of historic narrative, historic photographs, documents, and artifacts provided by the City. All exhibit designs, schematics, materials, and installation methods must be reviewed and approved by the City & County Building Conservation & Use Committee. The exhibit installation must be entirely removable with no mounting into floors or walls to preserve the historic integrity of the 1894 Richardsonian Romanesque building. Installation must be completed by Summer 2027.

Evaluation weighs technical criteria at 70 percent (337.19 points, with a mandatory 236.0-point threshold to advance) and cost at 30 percent (144.5 points). The lowest-cost proposal receives full cost points; others receive proportional points based on their cost relative to the lowest bid. Policy evaluation includes sustainability practices and business certifications (MBE, WBE, SBE, SDVBE, LBE) and local small business status. The contract term is one year. Selected offerors must be registered with the State of Utah, SAM.gov, and E-Verify prior to execution and must provide insurance with Salt Lake City Corporation as an additional insured.
