About this file

This is an evaluation score sheet for a Request for Proposals (RFP) issued by the City of Salt Lake City, Utah (Solicitation #SLCI26119) for Historic Exhibit Advisory, Design, Production, Fabrication and Installation Services. The project involves the creation of a museum-quality historic exhibit on the third floor of the historic Salt Lake City & County Building that presents an inclusive narrative of Salt Lake City and the building's history with equitable representation of the City's diverse residents and their experiences. The evaluation framework establishes weighted scoring categories across technical criteria (70 percent weight for a maximum of 337.2 points) and cost proposals (30 percent weight for a maximum of 144.5 points), with a minimum mandatory requirement threshold of 70 percent or 236.0 technical points to proceed to cost evaluation.

The score sheet establishes six primary evaluation categories with specific point allocations: RFP Section 1 (100 points, 30.8 percent weight), RFP Section 2 (50 points, 15.4 percent weight), RFP Section 3 (25 points, 7.7 percent weight), and RFP Section 4 (150 points, 46.2 percent weight), plus three attachment-based criteria (Attachment 1 IV.C.1, IV.C.2, and IV.C.4, each worth 4.06 points at 1.25 percent weight). Scoring utilizes a 0-5 scale where 0 represents failure to address requirements and 5 represents exceeding all requirements. Cost points are awarded using a competitive formula where the lowest proposed price receives 100 percent of available cost points, with all other offerors receiving proportional points based on the ratio of the lowest price to their proposed price. The total possible evaluation points across technical and cost categories is 481.7 points, with mandatory compliance assessments including the City's Ethics Requirements and Generative AI Policy.
