About this opportunity
The City of Austin, Texas is soliciting proposals for Self-Insured Dental Plan Administration Services through Request for Proposal RFP 5800 SLW3030. The procurement encompasses comprehensive dental plan administration for approximately 21,149 combined active employees (14,817 enrolled) and retirees (6,332 enrolled), including covered dependents, temporary employees meeting ACA measurement periods, employees of four affiliated employers, and COBRA participants. The contractor must provide full-scope administration services including claims processing, eligibility management, provider network management, customer service, fraud prevention, appeals administration, and comprehensive reporting. Key performance requirements include processing claims within ten business days with a minimum 90% compliance rate, achieving 97–98% claims and processing accuracy, responding to customer service inquiries within 30 seconds or less, maintaining system uptime commitments, and ensuring no-balance-bill in-network services. The contractor must quote employee and retiree administration fees separately on a per-employee-per-month (PEPM) basis with all-inclusive rates covering all labor, materials, supplies, and administrative costs, and must guarantee fees for the entire 36-month initial contract period (January 1, 2027–December 31, 2029) with proposed rate guarantees or caps for two optional one-year extension periods. The solicitation requires offerors to demonstrate operational experience in Texas dental plan administration, current client portfolios, staffing levels and expertise, technological infrastructure with disaster recovery capabilities, website and mobile application functionality, and a contracted dental network with strong Central Texas presence covering ten counties plus out-of-state providers. Proposals are due April 16, 2026, at 2:00 PM, with offer opening at 3:00 PM the same day; questions must be submitted by March 19, 2026, at 12:00 PM via email. No pre-offer conference or site visit is required.
The City of Austin incorporates Local Business Preference and Small Business Preference Procurement Programs to encourage participation from qualified local and small businesses within the Austin-Round Rock-San Marcos Metropolitan Statistical Area. All offerors must complete multiple compliance certifications addressing federal, state, and local regulatory requirements, including non-suspension or debarment status, anti-collusion compliance, conflict-of-interest disclosure, wage theft adjudication status, LGBTQ+ conversion therapy prohibitions, Israel boycott verification, critical infrastructure ownership restrictions, firearm entity discrimination prohibitions, and energy company boycott prohibitions. Subcontracting requirements apply regardless of whether the City assigned M/WBE subcontracting goals; offerors intending to use subcontractors must either utilize City of Austin certified minority/women-owned business enterprise (M/WBE) firms or demonstrate good faith efforts to solicit M/WBE participation. The incumbent vendor, Blue Cross and Blue Shield of Texas (BCBSTX), has administered the dental plan since January 1, 2021, and the contract expires December 31, 2026. The City currently offers a self-funded PPO dental plan with a $2,000 annual maximum for employees and $1,000 for retirees, plus an optional DHMO plan for retirees, with a $50 calendar year deductible and preventive care covered at 100%. The new contractor must integrate with existing plan documents, benefits guides, and the City's established provider network infrastructure. While specific award values are not disclosed in the RFP documents, historical claims data for 2021–2025 indicates approximately $700,000–$1.2 million in monthly active employee dental claims and $141,000–$320,000 in monthly retiree dental claims, providing prospective bidders with claims volume and cost baselines for rate development.
