About this file
This is a Solicitation Addendum No. 1 issued by the City of Austin, Texas on April 1, 2026, for IFB 5800 SLW3030 related to self-insured dental plan administration services. The addendum incorporates clarifications, provides answers to 50 bidder questions, and updates exhibits including the Employee Dental Plan Census and Retiree Dental Census. The City seeks to procure dental plan administration for approximately 21,149 combined active employees and retirees with covered dependents. The solicitation requires a self-funded Dental PPO plan (excluding the DHMO plan for retirees) with administration services including claims processing, eligibility management, provider network management, customer service, and reporting. Proposals are due April 16, 2026, at 2:00 PM with offer opening at 3:00 PM the same day; the contract period runs January 1, 2027, through December 31, 2029, with two optional one-year extension periods. No pre-offer conference or site visit is required.
Key pricing and operational details include a current administrative fee of $1.90 PEPM that covers all services and includes network access, with no separate cost containment or shared savings fees charged. The incumbent carrier, BlueCross BlueShield of Texas (BCBSTX), has administered the plan since 2021 and reports no existing issues or network concerns, though the City seeks network expansion. Current in-network utilization stands at 72.9% as of December 31, 2025. The plan design remains unchanged during the experience period, with a $50 per person annual deductible (waived for preventive services), $2,000 annual maximum for active employees, and $1,000 for retirees. Out-of-network services are reimbursed at the carrier's contracted amounts. The City has engaged Segal as its benefits consultant and actuary and requires bidders to provide plan designs identical to Exhibits 1 and 2; alternative plan designs will not be evaluated. The addendum includes a Top 25 In-Network and Top 25 Out-of-Network Dental Providers list from January-December 2025, identifying high-utilization providers across the Austin metropolitan area and surrounding counties.
